| This research put the socialism new rural reconstruction as big background; obtained from the northen Fujian area countryside sports's present situation investigation to explore the new mentality of sports development in Minbei Nanping area countryside. Literature material law, the survey procedure (questionnaire survey, interview, visiting and observation), logical analysis and mathematical statistic were carried out in the comprehensive survey.The major points concluded in the research are as following:(1) under the socialism new rural reconstruction's background, the countryside sports becomes important components of cultural and ethical progress.The countryside sports are the top priority of mass. sports. Realization of the fundamental rights of the peasants sports help promote the construction of our new overall health of rural development. Meanwhile, its development is facing with enourmous challenges and opportunities. (2) With the improvement of production methods in rural areas in northern Fujian,leisure time of peasant increase greatly,however, sports activities are seldom carried out during their leisure time. Undesirable social trends, living habits, as well as weak awareness of the concepts of health and fitness seriously impact the'Civilizations Construction'in rural area.(3)At present, sports population in rural areas in 10 counties of northern Fujian province generally less than normal. The composition of sports is significantly linked with peasants'ideology, level of economic development and other functions of government departments (4) Fitness construction projects in northern Fujian benefit from sports lottery input (5) In northen Fujian Nanping, managements in the countryside sports organizations lack of professional personnel and the organization are loose; The basic unitsports workers lack the management to the countryside sports organization, the funds management, the publicity of location facility construction management and related sports laws and regulations.
