Rural schools’ physical education is an important part of constructing socialist new countryside education. Developing physical education in the countryside for the promotion of rural students’ physical and mental health, mastering sports skills, cultivate its good exercise habit is of great significance. This paper takes primary and secondary schools in rural areas in northern Shaanxi as research object, using the methods of literature consultation, Delphi method, field method, questionnaire, mathematical statistics and so on, to fully understand and analysis the factors affecting the development of school physical education in rural areas in northern Shaanxi. The above facts insist on the following conclusions:the leaders of rural primary and secondary schools in Northern Shaanxi " value " schools’ physical education in " thought ", but in practical work it has appeared many problems. Schools still focus on enrolment rates; and parents are influenced by traditional concepts of education. Most of them think that cultural knowledge is necessary for children to learn, but physical education curriculum is not indispensable. The current allocated situation of teachers in physical education is not good and physical education teachers often suffer from "discrimination",sports grounds and general lack of funding, equipment and sports material conditions, leading some PE curriculum does not function.Addressing these issues, this paper proposes the following measures:First, the schools’ department heads who manage the work of the physical education have to change the past teaching ideas "Emphasis on liberal arts teaching,do not pay attention to physical education Also they should consider quality education as the main line,"Health First" as the guiding ideology, implement the woks on school sports conscientiously. Second, parents should raise the awareness of sports. Foremost in their thoughts is attached importance to sports, then in the material provided to students will help. Third, the structure of physical education teachers should be optimized according to their needs to allocate. We should strengthen the government’s macro-regulation and promote the rational flow of teachers and also adjust the employment psychology of physical education graduates positively guiding them towards rural primary and secondary schools. Fourth, we should increase investment in sports funding, and take a variety of sports channels to raise funding for education, especially government departments should increase the proportion of education spending in the budget, and pay more attention to investment in education funding in rural areas. In addition, we should promote to make full use of resources in rural areas in terms of locality and time and make practical, low-cost sports facilities.
