Since the law for promoting non-governmental education was carried out formally at September 1,2003, China's non-governmental higher education has made a great progress, and non-governmental colleges have been booming exceedingly. At the same time, there are a lot of problems which counteract the development of non-governmental colleges. Besides the affections from government policy and society situation, the shortage of teaching faculty and the poor quality of education are main reasons why the development of non-governmental colleges was handicapped.This paper chooses several typical non-governmental colleges in Hunan province as the main targets of our research. Based on the in-depth investigation and analysis of the situation of non-governmental colleges' teaching faculty, it provides a strategy for the development of non-governmental colleges.At the present situation, the main problems of non-governmental teaching faculty include that, the structure of teachers'age, academic and title is unreasonable; some teachers working for nothing but wage, that made they feel isolated and indolent; the overall quality of faculty should be improved and the knowledge structure and ability of teachers should be enhanced too.Our analyses on the causes of the main issues above include three dimensions, namely views from teachers, colleges and the government. Respecting teachers, the reason why those problems exit is that teachers lack the feeling of being identify and the sense of responsibility. As to colleges, the construction of teaching faculty is not good enough because of the twist of benefit-relationships, the shortage of humanism concerning, the distortion of inner management, the falsity of salary policy, and the lack of training mechanism. The government, of cause, should be responsible for it because of the lag of status-identifying, being powerless to superintend, and the absence from concerns.In order to resolve those problems mentioned above, three steps should be followed, that is:Firstly, local governments should pilot the non-governmental colleges in a macroscopic way. Secondly, the non-governmental colleges should do something that is really beneficial to faculty construction, such as recruiting and training the right teachers, managing the faculty humanly. Thirdly, the teachers should try their best to replace the preconception with the right notion and improve themselves all-sided.
