Our country's non-governmental higher education has been restored and developed rapidly since 1980s. After more than twenty years' reform and exploration, non-governmental higher education grows out of nothing and has been following an extraordinary course in its development process from a small to a large force. And now non-governmental higher education has taken shape. The ranks of teachers of the non-governmental vocational colleges are continuously growing and the sources of teachers have been diversified. As the qualified faculty of the non-governmental vocational colleges were far from cultivating the ideas of the construction of teachers and lacked the developing plans and systems of the construction of teachers, these factors caused the construction of the qualified faculty of non-governmental vocational colleges to progress at a slow pace, which has become the obstacle of non-governmental higher schools' further development. The first chapter makes an in-depth study of the higher schools' meaning, nature, future and position, and delimits the concept of non-governmental vocational colleges and sets demarcation of between the concept of full time and part-time teachers of the non-governmental vocational colleges. The paper also surveys the present construction situation of the qualified faculty of non-governmental vocational colleges from the component of the ranks of teachers and the function of the full-time and part-time teachers.
