With the knowledge economy approaching, education is playing more and more predominant and strategic part in a country's development. Since universal education has been in initial stage in our country, there is an urgent mission we should accomplish, that is, how to turn our country from a big country with huge population into a powerful country with enormous qualified personnel. Therefore, this thesis---based on drawing on the experience of cultivating higher applied specialized personnel in Germany---analyses the characteristics of qualified personnel in his progressive development(from quasi-qualified personnel, latent qualified personnel, real qualified personnel to leading qualified personnel). By comparing the three types of universities in our country---research, teaching-research and teaching, the writer thinks that common universities are not only the main force of cultivating higher applied specialized personnel, but also the propulsive force of turning quasi-qualified personnel into real qualified one, and that the target of common universities is to cultivate front line engineers or outstanding engineers.By investigating questionnaire on 110 qualified personnel graduated from our and other same rank universities and analyzing materials of 60 alumni, and by comparing with the achievement of "the Law on qualified scientists and technicians growing up in China", the thesis researches the characteristics of higher applied specialized personnel in different stages----preparatory period, adaptable period, developing period and glorious period. Besides, the thesis inquires the common law of qualified personnel growing up and the special law of different qualified personnel growing up. Thus, the thesis draws conclusions that these laws---developing by practicing, cultivating through great masters and by hard working, qualifying by being focused on and by coordinating---are closer to match with the law on development of higher applied specialized personnel.It is complicated system engineering for common universities to train the qualified personnel according to the law on higher applied specialized growing up. The writer thinks that main problems influencing the growing up of higher applied specialized personnel are as follows:the target orientation of cultivating qualified personnel for common universities is not accurate; bringing forth new ideas and practicing abilities are relatively lacking and college students'comprehensive capacity is not satisfied; it is urgent to reinforce teaching stuff which they are excellent teachers as well as engineers; the teaching substance should have been in accordance with reality. By analyzing reasons causing above problems, the thesis advocates that common universities not only cultivate higher applied specialized personnel by following the law of higher education and set a new pattern for training higher applied specialized personnel step by step but also create the knowledge system with making overall plans and taking all factors into consideration for qualified personnel bringing new ideas, and produce practicing vehicle for adapting the sociality, set up a platform for lifting comprehensive abilities and build teaching stuff with applied background.
