Human resources is the most active and most active factor of production,is the first resource to achieve scientific development.The development of natural resources,the creation of social wealth are inseparable from human resources,there is no sufficient human resources,economy,society can not be developed smoothly.Strengthen the construction of qualified personnel,is to cope with economic globalization and domestic and international talent competition,promote scientific and technological innovation,to maintain stable and rapid economic development of the important initiatives.The 17 th Party Congress "Talent Strategy" has been identified as one of the three basic strategies of our country.This indicates that the strategy of strengthening the country through talents has risen to the height of the national strategy and become an important issue in seeking national development and improving international competitiveness.Based on the actual situation of talent construction in Karamay district,this paper expounds the definition,content and significance of human resources from the perspectives of human resources management,human resources,political science and so on,and analyzes the external competition environment of Karamay district And the analysis of the status quo of internal talent management,to find out the status quo of the development of talent at all levels,and try to use empirical methods,comparative analysis,chart analysis,regression analysis and other scientific methods,according to the current industrial structure adjustment and The future development direction of the industry and the social development trend,predicted the next five years Karamay District for the supply and demand of talent,clear Karamay district talent development goals and ideas,put forward solutions and countermeasures.Through the 2010-2016 talent data to establish regression regression equation,the next five years the needs of party and government personnel were 444,454,466,476 and 489 people;business management needs were 1944,2081,2218,2355 and 2493 people;professional and technical personnel demand were 5134,6034,6910,8032 and 8421 people;community work talent demand were 849,882,915,948 and 981 people.This paper hopes to explore the practical strategy and process of the Karamay area and the competitive advantage of the Karamay area.At the same time,this article has a certain reference significance for the change of the central city of the prefecture-level city,the improvement of the talent management system and the demand for the regional economic development.
