Those uncertainties make the unexpect accidents occur occasionally and greatly impact the normal operation of the universities. Shaanxi province, china, is an important base of higher education, the research of the unexpect accidents of Shaanxi university have great effect of significance and enlightening. The existing researchs lacked for the gradation model of unexpected accidents in the tertiary institutions. To overcome this limitation, the paper based on the background of Shaanxi university, collected a lot of unexpect accidents case, established the assessment indicators system of gradation and employed gradation model that can provide the suggestion when manager of the Shaanxi university draw up strategy to deal with unexpect accidents.The main work and innovative achievements of the thesis is as follow.1. The assessment indicators system of unexpected accidents in the tertiary institutions of Shaanxi province.The thoughts and advises about unexpected accidents in the tertiary institutions of Shaanxi province have been got by interview with high education management department, several Shaanxi universites to look up the related data and files and widely seek the suggestions from the university managers, teachers and students. The course of accidents, nature, mechanism and characteristic of subject attribute and objective attribute was analyzed through the collecting cases of unexpected accidents. Through the point of the subject attribute and the objective attribute characteristic, the assessment indicators system of gradation was established from 3 levels,7 aspects,17 dimensions. Objective attribute includes type of unexpected accidents, loss degree, time factor, impact, spread factor. Subject attribute includes self response capability, response capability with collaboration.2. The gradation model of unexpected accidents in the tertiary institutions of Shaanxi province. The assessment indicators system of unexpected accidents gradation model in the tertiary institutions of Shaanxi province was assessed. Based on the assessment result about the level of indicators, the weight value of each indicator is determined by using the weight analysis system, The gradation standards of unexpect accidents was determined and divided into four levels:most important, more important, important, normal. The set pair analysis was employed to assess the gradation.The specific calculation steps have been given, finally, the gradation model was used to verify some unexpected accidents in the tertiary institutions of Shaanxi province.
