As China opens more to the outside world, economy and intercultural activities are increasing fast. Many companies state that they want their employees to have a good command of English or can communicate in English. However, in Secondary Vocational Schools, students'communicative competence is far from satisfaction and cannot meet the needs of society. Most of them are poor at oral English,and they are even unable to express themselves in simple English. From a questionnaire for students in Qingdao Electronics School, the author finds that the students'greatest expectation for English proficiency in secondary vocational school years is to develop practical oral communicative ability. Conversely, oral English teaching in China is greatly influenced by examination-based educational system and has long been neglected. The traditional classroom English teaching merely attaches importance to students'linguistic ability, that is to say, most attention is paid to structural items, grammatical items and language points. Therefore, the cultivation of oral English competence is overlooked. As a result, though students have studied English for a few years, they cannot use it to communicate. So it's necessary to make new attempts in teaching approaches and focus more on oral abilities.This thesis focuses on the use of reading and recitation methods in teaching oral English in secondary vocational schools. Oral English is the main component of the overall capacity for English learners, especially for the students in secondary vocational schools. Therefore, with the development of English teaching methods, great importance has been attached to fostering the learners'oral English ability in the past few decades. How to make students improve their oral English level in secondary vocational schools is a big problem because of the low level and huge diversity in their performance. The reading and recitation method has been proved practical for the students in low levels.However, we must realize that the reading and recitation strategy is not the only way to improve oral English teaching. It is especially useful for the students in the beginning stage. Other teaching methods have their advantages and the reading and recitation strategy also has its limitations. When we apply the reading and recitation strategy, we must take into account what level the Chinese students are in and make use of the merits of other teaching methods.
