As a new mechanism in the current management reform of primary and secondary school teachers,County Management and School Employment is an important way to realize the overall use and balanced allocation of teachers in the county.What is more important,it can further stimulate the enthusiasm and work level of the majority of teachers,and further promote the continuous improvement of the quality of education in the county and the healthy and happy growth of students.Over the past five years,how the new policy has been implemented,how about the attitudes of all parties involved in the policy,what obstacles and problems that still exist in the process of reform,and how the reform should be further advanced,all these have made it become an important issue to discuss.P county of Zhejiang province is a national County Management and School Employment management reform demonstration zone.The work has been promoted effectively in this county.And,many provincial education administrative departments specially organized groups to visit and study.Therefore,the investigation of P county based on County Management and School Employment was carried out accordingly.This research adopts the method of combining quantification and quality.In order to explore the current implementation status of County Management and School Employment in P county,this study takes the County Management and School Recruitment in P county as a "target" by presenting the policy text and an implementation case of this county firstly.Secondly,based on the policy publicity,procedural fairness,supporting measures and reform effect reflected by the "target",some primary and secondary schools in the county were randomly selected in proportion to carry out the questionnaire survey of County Management and School Recruitment.Through data analysis with the help of SPSS,the basic situation of County Management and School Recruitment in P county was understood.At the same time,the researcher also built a corpus by combining the interviews of school administrators,teachers and a few educational administrative department staffs.Based on the methodology of grounded theory,the software Nvivo is used to encode the relevant data step by step to form a highly relevant coding cluster.Through the analysis of questionnaire data and the coding of interview data,it is found that the County Management and School Recruitment system has achieved the full coverage of primary and secondary schools(including high schools)in P county.Towards the reform,although there are significant differences in the attitudes of policy maker,policy implementer and policy receiver of County Management and School Recruitment,in the implementation of the policy,the policy publicity work of P county is adequate,the operating procedures are fair and just,the relevant supporting mechanisms are improved,and the reform has achieved some remarkable results.On the whole,the implementation mode of this county is successful.Moreover,it has given full play to the role of the state-level compulsory education teachers in the County Management and School Employment administrative system reform demonstration zone,which also has a certain enlightenment for other counties(districts)to promote the reform of County Management and School Recruitment: 1.the combination of first pilot and county-wide coverage;2.the combination of reform promotion and system construction;3.the combination of program formulation and actual school situation;4.the combination of democratic election and performance appraisal;5.the combination of rigid flow and flexible concern.Of course,the resistance and problems in the reform of County Management and School Employment in P county also exist objectively,which include: 1.the difficulty in changing the concept of school teachers;2.the principal's governance ability was tested;3.standard elasticity makes it difficult to grasp;4.high implementation frequency leads to stable decline;5.human factors lead to "deviant".Based on the above research findings,the researcher believes that the practice of the reform of County Management and School Recruitment can be improved from the following aspects: 1.promote the change of teachers' concept and improve the policy understanding and support;2.strengthen the implementation of training for principals and create a fair employment system;3.specify relevant conditions and standards to reduce loopholes in policyimplementation;4.change the frequency of policy implementation and form a new flexible management mechanism;5.improve the assessment,supervision mechanism and the fairness of recruitment.
