| The reform of "county managed school recruitment" for primary and secondary school teachers has been elevated to a policy of national level teacher team construction reform.The purpose of this reform is to promote the transformation of teachers from "school personnel" to "system personnel",and achieve balanced allocation of teacher resources through the reasonable flow of teachers.This study uses stakeholder theory as the theoretical basis,and through Case study and interview,studies the reform of "county management,school recruitment" in Yichang City.Firstly,the core viewpoints and applicability analysis of stakeholder theory were elaborated.Secondly,based on the policy data,it is concluded that the policy formulation of Yichang’s "county management school employment" policy reform is the combination of macro planning and detailed requirements,the combination of top-down and bottom-up,and the combination of reform and innovation and development stability,The policy implementation of Yichang’s "county management,school employment" reform is based on the idea of "pilot exploration,overall promotion,and comprehensive deployment",as well as the policy effectiveness and implementation problems of Yichang’s "county management,school employment" reform.Thirdly,through the formulation of reform policies at the municipal and bureau level,the transmission of reform policies at the district and county levels,and the interest demands and behavior constraints related to the implementation of reform policies at the grass-roots level,the policy logic of Yichang’s "county management,school recruitment" reform was analyzed.Finally,from the aspects of paying attention to the needs of all parties,improving innovation policies,and long-term grassroots governance,the implementation reflection of the policy practice of "county management school employment" in Yichang City was proposed.In order to comprehensively promote the reform of the "county managed school recruitment" management system and build a teaching team that is satisfactory to the Party and the people in the new era,in recent years,Yichang City,Hubei Province has always adhered to the strategy of prioritizing education development,closely addressing the main contradictions and bottlenecks in the construction of the teaching team,and focusing on exploring and boldly practicing the "county managed school recruitment" management system reform,greatly promoting the high-level balance of various school teaching teams and the integrated development of urban and rural education,Good results have been achieved.Based on stakeholder theory,this study designed interview outlines and conducted indepth interviews for multiple groups such as education administrative department managers,principals and teachers,students and parents,and summarized the policy effectiveness and issues of the "county managed school recruitment" reform.By summarizing the achievements and problems in the implementation process of the reform,this paper analyzes the policy logic of the "County Managed School Recruitment" reform in Yichang City,and proposes a reflection on the implementation of the "County Managed School Recruitment" reform in Yichang City: balancing the interests of all parties by strengthening institutional construction and teacher service center construction;Promote teacher exchange through innovation and improvement of reform policies;Strengthen grassroots governance by further clarifying the responsibilities of each department and creating a long-term system. |
