Aiming at teachers'performance pay system implementation and current teachers'evaluation's limitations and deficiencies in compulsory education phase, the research on teachers'performance evaluation get more and more researchers and school administrators'attention. Some researchers begun in teachers'performance evaluation research, and some school administrators tried to implement teachers'performance evaluation. However, weather in theory or in practice, current teachers'performance evaluation still largely confined to the traditional rewards and punishments teachers'evaluation level. Most of the theory and practice on teachers'performance evaluation contained in the theory of rewards and punishments teachers'evaluation and the theory of developmental teachers'assessment. Therefore, integrating the theory of rewards and punishments teachers'evaluation and developmental teachers'assessment gave birth to the theory of teachers'performance evaluation, which is suitable for situation needs, and meets the demands of compulsory education. And apply the theory on the reform of teachers'performance pay system has its important theoretical and practical significances.This paper carefully combed the domestic teachers'performance evaluation theory. Begins with illustrating the connotation of"teachers'performance evaluation", the paper figures out the purposes of teachers'performance evaluation, they are improving teachers'teaching effectiveness and stimulating school's management. Meanwhile, the paper explains the characteristics and significances of the teachers'performance evaluation. Then, the author chose 30 headmasters and staff members, and300 teachers in 10 different schools in Luoyang district as respondents. Through the investigation, the author realized the current situation of the teachers'performance evaluation. Knowing that exists deviation in the concept and practice of the teachers'performance evaluation. And the teachers'performance evaluation didn't concern much more to teachers'professional development. The teachers'performance evaluation concerned too much on students'test scores and its fairness were under question, too. Then the author made the attribution analysis. On this basis, the author tried to make the"people-oriented"concept as the teachers'performance evaluation's philosophy, with"moralities first, pay more attention to teachers'performance"as a guide, the author composed the contents and standards of the teachers'performance evaluation. The author also composed the estimators of the teachers'performance evaluation. And meanwhile, the author made practice exploration on the procedures and methods of the teachers'performance evaluation. Finally, the author selected S secondary school as a case analysis, and made analysis on the backgrounds and practice process of the teachers'performance evaluation in S secondary school. The author also made analysis on the evaluation standards, evaluation subjects and evaluation implementation in S secondary school .Caused by thinking, The author summarized the problems that we should pay attention in smoothly implementing the teachers'performance evaluation.Anyhow, under the precondition of"morality first, pay more attention to teachers'performance".Consummating the theory of the teachers'performance evaluation, overcoming the limitations and deficiencies of current teacher evaluation in practice, strengthen the communication between teachers and administrators .Only in this way, the teachers'performance evaluation and the reform of the teachers'performance pay system can be well implementing .
