On The Role Orientation Of Government In Chinese City Community Governance

Community construction in modern city is the important content of our country grass-roots social management structural reform; is the reconstruction of the relationship between state and society and is the government strategic choice under the system of socialist market economy. On one hand, it is good for government to play a leading role in community construction and there exists certain rationality in this era for our government to participant in community construction. On the other hand, governmental excessive intervention in community affairs, to a certain extent, hampered the functions of community autonomy, for with the development of the society China has been carrying out the"strong government, weak society"traditional type of governmental managements for a long time under the influence of planned economy. Therefore, a rational role of government in city community governance, which enjoys both theoretical and practical significance, is the key factor for community construction and development in our country to promote community autonomy and the necessity for our country civil society.The theme of this paper is about the role orientation of government in community governance. Along with the generation of community system, city government in different historical stages plays different roles and has a different functions and effects. But the continuous development of society caused the exposure of governmental problems in community governance. Government cannot meet the requirement from the gradually matured civil and democratic political society, and neither requirement from community autonomy. The proposal of the new grass-roots society management pattern and governance theory, which is"Party leadership, government responsibility, social coordination, public participation", provides a standard for the role orientation of government in city community governance. The community construction cannot work without governmental guidance, but meanwhile, in community governance's process, the government should play proper administrative functions.This paper argues that the government in community governance should play three roles: First, it is the guider the community construction. The government will provide macroscopic planning and guidance for community governance, lay down related policies, laws and regulations, and supervise community development. Second, it is the breeder of civil society. In the community governance process, the government should pay attention to foster community intermediary organizations, cultivate the civil consciousness of the community, and improve community autonomous organization. Third, it is the merger of social resources. The government will provide financial support and material guarantee for communities, and coordinate the relationship between various organizations in communities. The government needs to play the above three roles in order to make sure that community autonomy function well and to realize the government and public relation mode of"strong government, great society".The paper, based on the management - governance theory and civil society theory and the government role theory, using systematic analysis, historical analysis and comparison analysis, puts forward some constructive thoughts, ideas and views after finishing literature review, in-depth exploration in and summaries of domestic and international community governance mode and its successful experience. The paper are divided into six parts: introduction, the first part, mainly introduces the background and significance of the topic, literature review, research methods, analysis methods and the innovation; the second part is the definition of related basic concepts and theoretical framework of analysis; the third part is to analyze the different roles of government in the different historical stages of community, and find out the problems about the role orientation of government in community governance and its reasons; the fourth part is to put forward the requests for the role orientation of government in community governance; the fifth part is about the rational role orientation of government in city community governance; the final part—conclusion, which summarizes the results of analysis and views of this paper, argues that the local government in community governance process should be decided according to specific local situation in order to promote its own functions.
