With the gradual establishment of China’s socialist market economic system, China’s urbanization and modernization continues to push forward. At the same time, the social structures continue to divide and the "unit system" starts to disintegrate, of course, a variety of social problems in the city is also emerging. In this context, the features of urban community which is as the social life community of urban residents unprecedented highlight and become the leading unit of the management system of China’s urban grassroots governance. And the urban community governance has been attached to, and become the important content of China’s urban construction and development and an important part of harmonious society building of China. The governance of the urban community can not do without the participation of community residents, because their participation is the power and assurance of community development. Therefore, with the development of our urban communities, the participation of residents becomes a new hot spot of research on community governance of China’s academic circles in recent years. However, throughout our existing and fruitful studies of community governance and resident participation, we found that they rarely have gender awareness and targeted mainly on the entire population, but little attention to women who is the "half the sky" in urban communities, and this is not consistent to the fact that urban women in China are widely involved in community governance and make an important contribution. Society can not develop without the participation of women and women’s equal participation in public affairs of society is an important manifestation of the development level of a nation and a society. Similarly, the development of urban communities can not do without the participation of urban women and promoting women equally and actively participating in the governance of urban communities should become an important element of China’s community governance.In our existing, very few studies on women’s participation in community governance, the primary concern is of rural women, but concern for urban women is basically a blank, and the research perspectives mostly are gender perspective. Citizen Governance, as a governance leading American communities into the21st century, which in favor of letting the citizens who are the owners of communities become one of the subjects in the governance of community and society, and letting the citizens, representative and public service career together harmoniously governing community, is paid attention and respected by more and more countries in the modern society in which the awareness of social democracy is growing strongly, and also develops gradually in our country. Using Citizen Governance to study the participation of city women in community governance not only open a new research perspective of women’s participation in community governance and make up the research gap for urban women’s participation in community governance, but also promote the application and development of the theory of Citizen Governance in China and enrich the research of Chinese women’s participation in governance. And this is conducive to promote the development of China’s urban community and women, and create a community governance model of citizen governance with Chinese characteristics.This article is divided into five parts. The first part is the introduction of this article in which some basic concepts of this study were defined and the research on the theory of citizen governance, community governance and women’s participation in community governance in China are combed, evaluated and outlook, also the Writing framework and ideas of this article are presented in. In the second part, the theory of citizen governance is outlined including some core theory concepts and the applicability analysis of this theory to this study in order to carry out a theory care for the research of the article. In the third part, the history of city women’s participation in community governance of China is combed and the main problems of urban women’s participation in today’s modern community governance are deeply excavated and looked at with the field survey of H province’s12urban communities which were chosen randomly. In the part four, under the care of the citizen governance theory, the reasons of the problems in city women’s participation in community governance are analyzed in deep-seat from the four aspects of the community culture, policy support, the social participation ability of women and women’s role in community governance based on the gender perspective. In the last part of the article, which is the fifth part, put forward under the guidance of the theory of citizen governance, through the mechanism innovation of management and policy and culture from concrete to abstract or from micro to macro and taking great efforts to concrete measures to promote the urban women to participate in community governance equally and on positions and make them active participants in community governance.
