The City Community Governance Theories And Practice Exploration

Along with advancement of the socialist market economic and the open policy in our conutry,there are fundation changes of the government and the social relations ,which was caused by our country Unit system's attenuation and civil sociey's growth. The relationship between govenment and society were experiencing transation from the lengthwise control to the transverse interaction .With The body of the community governance going to multiple development,the community autonomous organization,the Non-governmental organizations as well as the residents became the important force which participated community governance. But there are some new problems .The community strength was still very weak. How to coordinate the relations of body in community governance,to discuss establishment of the mechanism based on governance and community,which is the important theory and realistic topic in our country.There are 660 cities in our country,which contains 591 small and medium-sized cities. This quantity will be getting more and more,what plays a important position in social development. This paper chose a new small and medium-sized city-Jincheng, as the the main sdudy object,and espacially the community, which is from a typical agriculture committee. It is a complex community which we study, concluding the traditional unit lives,commercial housing enters,the external work residents. Also contains many units,the enterprise , the social organizations and so on. The multipy body in city community has been formed basically .The case, selected in this thesis, also has many problems existing in most Chinese cities,such as the unemployment, the aging, and the insurance for the disadvantage. Simultaneously there are own characteristics in this community. So this is an representational one . In this Paper, the author reviews the practical operation of city community management through the case of Jincheng,trying to describe the procedure of body in community governance,disclosing the interactive relationship among them,Which aims at revealing the current problems in the city community governance,and identifying the cause and further seeking solution.The paper composed of the introduction and three other chapters. And used many methods in the article,such as social survey,comparison, literature and empirical analysis,system and case analysis.The first chaper is the theoretical groundwork of this study. There are several correlation concepts,theories and different patterns of city community governance ,which are introduced.The second chaper is the real diagnosis part of this study. Section I is the basic prestentation of selected case; Section II describes the various body and interractive relationship between them in the community governance. SectionIII discovers the existet question about community governance and reasons through inspecting in Jincheng.The third chaper suggests the"government lesding"model ,and reasons of this model that should be set up at present as well. And finally,the author gives some suggestion about improving the community governance, Including transformating government funtion,promoting mutiple governance; cultivating the intermediary,displaying social strength; promoting community benigh interaction,strengthing community conformity; enhancing community realization,cultivating civil society; provideing the financial policy supporting,absorbing social finance.
