PurposeTaking the development Status and characteristics of the medical universities into account, constructs the evaluation index system of the teaching and research medical universities, determines the indicators'weights, and provides reference for medical universities to formulate reasonable development planning and management decision.Objects of StudyMedical universities which satisfied the following four conditions: independently founded; contains the word university in its name; with eight-year or seven-year majors; with the right to confer doctorate.Sources of InformationPeriodical datebases in Chinese and in English, related websites of the university ranking and evaluation, websites of the government, websites of the research universities, related books, newspapers and magazines, unpublished date, etc.MethodLiterature search method, Delphi method, and Focus groups method were used to construct the evaluation index system of the teaching and research medical universities, Proportional distribution method was used to determine the indicators'weights, Excel and SPSS software were used to analyze the date.Results1. Constructed the evaluation index system of the teaching and research medical universities.The indicators were screened and the evaluation index system was established by the Delphi method and the Focus groups method, with mean>3.50, coefficient of variation<0.20, full marks ratio>0.20 for standard, the items in the first round which were not consistent with the standard were deleted. Combined with the experts'opinion and suggestion, the second round discussion was carried on, and then the evaluation index was revised. After two rounds of Delphi procedure and two rounds of experts'discussion, the opinion of the experts appeared consistent. In the end, the evaluation index system of the teaching and research medical universities was constructed, it contains 5 one-grade items, 17 second-grade items and 47 third-grade items.2. Determined the indicators'weights of the evaluation index system for the teaching and research medical universities.After the second round of the Delphi procedure, based on the experts'scoring for each item, using the Proportional distribution method to determine the indicators'weights, using the Principles of probability multiplication to compute the combined weights, the weights of the one-grade items are: 0.216, 0.194, 0.195, 0.211, 0.184.3. Proposed the core indicators of the teaching and research medical universitiesProposed 10 core indicators of the teaching and research medical universities and 7 core indicators of the research and teaching medical universities.4. Constructed the comprehensive evaluation model of the evaluation index system of the teaching and research medical universitiesThis research has used the method of weighting, addition and multiplication to construct the comprehensive evaluation model, it can be expressed as:Conclusion1. Constructed the evaluation index system of the teaching and research medical universities, the results of the experts'reliability analysis indicate that the experts'selection are reasonable, the results has good reliability, the coverage of the index system is wide, reasonable and credible.2. Proposed the core indicators of the teaching and research medical universities and the research and teaching medical universities.3. Constructed the comprehensive evaluation model of the evaluation index system of the teaching and research medical universities.New points of view in this studyTaking the medical universities as the object, constructed the evaluation index system and the comprehensive evaluation model of the teaching and research medical universities, proposed the core indicators of the teaching and research medical universities and the research and teaching medical universities. Conceptions for making further investigations1. The evaluation index system should be further improved;2. The empirical research should be conducted, the quantitative values of the core indicators should be determined, and the standard of the teaching and research medical universities should be proposed.
