In order to meet the needs of application-oriented talents in the high-speed development of new technologies,new industries,new formats and new models,local ordinary colleges and universities urgently need to change to application-oriented colleges and universities.In 2014,H Province launched the transformation pilot work of undergraduate colleges and universities.According to the implementation plan of the transformation and development of H provincial undergraduate colleges and universities,on the basis of the experience of foreign application-oriented universities and the related theoretical research results of the theory and knowledge transformation of the popularization of higher education at home and abroad,this paper constructs the transformation evaluation index system of H provincial Undergraduate Colleges and universities,and carries out the application research.Based on the principles of purpose,completeness,independence and dynamic,this paper analyzes the components of the evaluation index system and constructs the initial structure of the index.The target level is determined to be the effect of the transformation and development of the undergraduate colleges and universities in H Province.The influencing factors level is composed of 11 dimensions,namely,the orientation of running a school,the structure of school governance,the promotion of transformation pilot work,the adjustment of professional structure and the construction of professional groups,the integration of industry and education,the construction of “double teachers and double abilities” teachers' team,personnel training,social service,characteristic development,system construction and quality assurance,and the use of special funds.According to the designed questionnaire,the paper selects and removes the indicators with low importance,forms a hierarchical model,calculates the weight of indicators through the construction of judgment matrix,and finally forms the evaluation index system of the transformation and development of undergraduate colleges in H Province.Experts are organized to use the percentage system scoring method to score and calculate the comprehensive score of each pilot University,so as to measure the comprehensive effect of H Province's undergraduate transformation and development pilot University.This paper analyzes the transformation and development of H Province's undergraduate colleges and universities from two aspects: the transformation effect and the nature of the University,and the characteristics of the University.At the same time,it puts forward the problems of the transformation and development of H Province's undergraduate colleges and universities from four aspects: the construction of “double teachers and double abilities” teachers' team,the training mode of applied talents,the construction of professional groups closely connected with the industrial chain and innovation chain,the construction of system and quality.Finally,the corresponding countermeasures are put forward from the government level.To sum up,this paper summarizes the experience of H Province in the transformation and development process of undergraduate colleges and universities by building the evaluation index system of H Province,and finds the deficiencies in the transformation process.From the perspective of the government,this paper puts forward suggestions for promoting the transformation and development of H Province's undergraduate colleges and universities,and provides reference for realizing the goal of H Province to build about 10 demonstration universities for the transformation and development of ordinary undergraduate colleges and universities by 2020.
