The Options Of Pattern And Implementation Of Urban Community Self-governance In China

Self-governance of urban community in China is a basic project of reconstruction of urban grassroots social management, and an important part of enhancing the construction of the grassroots democracy. This paper explores the pattern and approaching of self-governance of urban community in China, combining with the State, markets, Civil society and Governance theory. Firstly, the author explains significance, the connotation of the related theoretical opinions as well as the ideas and ways of this paper, reviews the development of self- of urban community in China, then briefly introduces the information about the main patterns ,including"Shanghai pattern","Shenyang pattern","Wuhan Jianghan pattern", and"shenzhen yantian pattern".In addition, the author also summarizes their main features and progress. Then it takes the community self-governance which is in progress at Xiangzhou District, Zhuhai City as an example. It summarizes its experience and analyzes its shortcomings and learns from the successful aspects of the self- governance pattern of other city communities. It proposes to take economic benefits as its ligament; divide the areas based on the commercial residential building communities; use Owners Committees as its basis, which has already had the basic characteristics of citizen society; and set up neighborhood committees and specific implementation pattern. It is intended to provide self-governance of urban community with new thoughts and implementation options in respect of concrete operation. It also provides experience support for the theoretic research in macro level for related experts and scholars.
