Innovation and development will always be the main topic of the times. If we want to implement the human resources strategy to make China strong, we must insist on education reform and innovation. We believe that economic development is based on education, and we should take talent oriented to develop education. China has a nearly two-thirds of the population belongs to rural population, to improve the scientific and cultural level of the rural population and the overall quality of rural education reform to promote rapid economic development in rural areas is to promote the implementation of modernization and China's wealthy and powerful people to the fundamental path. The comprehensive reform of rural education which began in the 20th century has made great achievements in the country. A full range of reforms have made the economic, cultural, education of the rural areas gain considerable development. As a representative of the western region of Xinjiang which is located in minority northwest edge of the mainland, it has poor geographical environment, complex ethnic composition and relatively backward economic development, the basis for the development of their education is far behind in the eastern region. How to promote the region's educational reform and development of the construction of socialist harmonious society have decisive significance. Therefore, further study of the west in remote rural areas, to collect detailed first-hand information in ethnic minority using detailed surveys, review the experience of effective reform and development, analysis of existing problems and to explore appropriate measures, is urgently needed research. To study this problem is not only important theoretical value, but also important practical significance. According to the author of the study results which can be seen on the relevant issues which is systematic, comprehensive, thorough and meticulous study is very weak, especially the relative lack of actual research. In view of this, this study as the research object in Fukang City, we take the use of questionnaires, field interviews and data collection methods such as local education reform and development to conduct in-depth study, to review and sort out the comprehensive reform of rural education and development of the historical process, to summarize the experiences in reform and development model refined to reflect issues, to build the future of Educational Development.The study is divided into five parts, as follows:The first part is an introduction. Mainly discusses the origin of this study and research significance, literature review, study, content and purpose of research ideas and methods, research priorities, difficulties and other innovations can be expected.Partâ…¡summarizes and reviews the Fukang City, the comprehensive reform of rural education, the basic development process, mainly in chronological summary of three parts-20 Century 80's in the national economy under the initial implementation of the status of poverty "school grading, grading management" of the school system for rural education reform has laid a solid foundation; 90 "grade school, grade management" system, the concrete implementation of "three educations" and "agricultural science and education combined," the effective implementation of the Fukang economy the development of a rich human resources and intellectual support; first decade of the 21st century, the implementation of the "County" in the education management system, the closing and merging schools, School for the Han, the implementation of the integration of educational resources to further promote the overall development of local education.The third part is the comprehensive reform of rural education in Fukang City, with the development model summary. This part mainly from the direction and goals of education reform, education management system, operation mechanism and internal reforms in areas such as education, summarized and analyzed the case with instructions. First, establish a "coordinated development" of the direction and objectives is a prerequisite; Second, adhere to the "step by step", the education management system is the key; Then, the implementation of "reasonably effective" means the operating mechanism is important; Finally, an "educational model" Reform is the main content: "combination of village schools, educating people to get rich pattern of basic education", Education and Industry, more than one school can "model of vocational education", multi-channel, multi-level, various forms of adult education model and "School for the Han, Intercommunication between Chinese and" Minority Education Model.The fourth part is the comprehensive reform of rural education in Fukang City, with the development model reflecting the existing problems. This section is the research process, through several interviews and in-depth analysis of structural data summarized in the current restricting the further development of the local basic education and the most intractable problems:the development of education management system, there is the plight of the coordinated development of education in the region difficulties, the development of educational structures unreasonable difficulties and Education plight.The fifth part is a summary of the experiences and models, the question on the basis of reflection, refining and construction of educational reform and the future of Fukang City Development Strategy. Specifically the following aspects:from the capital, and human resources to increase investment in the education of Western National; to further clarify and improve the management structure; adhere to the internal reform of the educational structure, promote development of education content; promote regional education and economic, and social development, better economic and social development.
