Study On Social Security Systems Of The Land-Loss Farmers In Fukang City

In recent years, with China’s rapid urbanization, our government taked up a lot of suburban areas of land. And also with the continuous progress of urbanization and industrialization, there will be more farmers lost their land in the future. Many peasants did not only enjoy the benefit of the development of urbanizationresults but also their fundamental interests have been damaged. Their lives can’t get long-term protection, so the issue of social security of landless peasants has become the focus of attention of the whole society.This paper describe on the background of the urbanization process in Fukang City and make depth and meticulou research on social security issues of landless peasants in Fukang City. According to the field survey, There are following problems:the living standard of landless peasants decline in Fukang City, the lack of social security for landless peasants, employment of landless peasants is not sufficient and so on. The main reason for these problems is the power of land ownership in rural areas is not complete, the rural land expropriation system is imperfect,Land requisition compensation problems, the lack of judicial protection, the farmers’ own reasons and the "rent-seeking" behavior of government. Therefore, I give some countermeasures and suggestions to improve the Fukang City Farmers social security:First, to improve the standard of compensation for land acquisition and establishing a rational compensation mechanism; Second, to improve the land acquisition program to ensure the realization of farmers ’right to know the truth; Third, to innovate a new placement model; Fourth, to strengthen education and training in order to improve the employment competitiveness of landless peasants; Fifth, to make effective legal assistance in order to provide landless peasants with legal protection.I hope this paper can provide valuable references for the solution to the social security of landless peasants in Fukang City.
