Child Welfare Agencies Preschool Special Education Model Retrospect And Prospect

Preschool special education is the common concern of staff in both special education and preschool education area. Its purpose lies in the early detection and early intervention, and ensuring the right to receive education for all children. It makes special children, just like all the other children, have all-round development and can integrate into the community well.Children's welfare institution, as one of the preschool special education institutions of the Civil Affairs Department, can adopt the abandoned children in our country. With China's "Law on the protection of handicapped","law on protection of minors","basic norms for children's welfare institution" and the United Nations'"Convention on rights of children" been introduced to the world, institutions have changed from the raise-only pattern in the past, to the combination of raise, cure, education and rehabilitation model. The education task of welfare institution has been attached to in recent years with the development of economy, thus, preschool special education research and practice have started to be carried out.This research uses the literature method, investigation method and comparative method, extensively collects information of preschool special education development, gives an outline of the situation and characteristics of the preschool special education model, and makes a comparison with international experience. Based on that, it points out the major problems of the current model, and makes the corresponding research for countermeasures. The results shows:the preschool special education should aim at training people who can eventually return to society, and integrate into the collective, establishing Support and Security System for Preschool Special Education, that is, the integrated class for social and preschool special education institutions, or the welfare institutions Resource Center, community as a whole model. We should vigorously develop mainstreaming model, expand the family education model, and actively promote the training center model, so as to realize multiple models integration.
