With knowledge economy's coming and it's rapid development, and increasingly fierce competition for talent, universities irresistibly shoulder the burden of high-quality training for the modernization. Deepening university personnel system reform keens to improving the quality of teachers and the rational allocation of resources, optimizing the structure of teachers and improving the quality of education and socio-economics. High-quality teachers and the rational allocation of resources determines the university's development. At present, China is also actively using various means to improve the quality of teachers in colleges and universities, especially the performance evaluation of college teachers, which works in the core areas of human resources, and play an important role for the authority to master the current situation and the process of teaching. Therefore, the performance evaluation of college teachers in-depth study of assessment methods is particularly important for enhancing the quality of higher education, teachers'research quality, and overall competitiveness of universities.This study is based on existing research in the country, the performance evaluation and the theory of motivation, as well as considering the performance evaluation system for college teachers with a domestic example of a Medical, the following conclusions are as follows:(1) Improve teacher performance evaluation system to have a positive impact on teacher performance.(2) There is imbalance within performance evaluation system.On this basis, the paper puts forward a sound performance evaluation system, optimize the system environment, and dynamic management proposals, so it plays a guiding role of performance evaluation effectively. Meanwhile, performance evaluation for the college teachers provides objective, impartial, scientific data, and further improve the teacher performance, development and school self-adapt, as well as the overall higher education and service levels.In summary, this study suggests that a complete scientific evaluation index system and assessment method directly determines the objective and comprehensive performance assessment results, thereby affecting the fair and equitable reward programs, teacher groups, motivation and performance of human resources is closely related to being put into action. More importantly, performance evaluation is fundamentally the baton to contain the multiple functions of Human Resource direction and play a level of determining the output performance of teachers. Performance evaluation is a double edged sword. Some scholars believe that a single or excessive use of performance evaluation methods may result in quick success and academic college teachers. Therefore, you should use a wide range of performance evaluation system, that is, through the use of performance evaluation system, index design, weight assignment, assessment period, incentive design and reasonable amount of scientific use of the existing post of university employment, engagement examination, to realize its important practical significance.
