The hope of a country lies in education, while education lies in teachers. State of Teachers is a decisive factor in evaluating a university. If a university intends to develop itself in the fierce society competition and fulfils its commitment, it must be equipped with a contingent of high-caliber teachers. The development of colleges and universities depend on excellent and professional faculties, and good faculties rely on scientific performance evaluation system to secure.The system of performance evaluation system of university teachers should scientifically evaluate the quality of teachers'works, so as to improve the work of teachers and promote the cause of the overall development of the colleges. The system is based on educational goals and the tasks undertaken by teachers, in accordance with the prescribed procedures and scientific methods to extensively collect the evaluation of information on the quality of works.It is very important to explore how to establish the scientific and reasonable system of performance evaluation for personal development of teachers or the overall development of the college.Although many colleges and universities recognize the importance of performance evaluation of teachers, and the developed corresponding evaluation system are also in the practical application play a certain role, in general the system has been exposed the drawbacks in practice, because of the special nature of the work of teachers, such as particularity, independence and complexity. The exposed drawbacks mainly as follows:the standard of evaluations is unreasonable, and the reliability and validity of evolutions is not high, valuing rewards and punishments and contempt development of teaching. Thus it is crucial to formulate a scientific and efficient system of performance evaluation for career development of university teachers and the management of human resources.In this paper, referring to the large number of documents and comparing to the development of performance evaluation of university teachers home and abroad, and combining with the current situation of the performance evaluation of the college I place, I further teachers'performance evaluation by means of the domestic and international comparison. Meanwhile, I elaborate my countermeasures and suggestions about how to build a scientific evaluation system for teacher performance.
