British higher education developed rapidly in the 20th century. The number of universities, as well as students, increased significantly. The government increasingly cherished the value of the university, especially after the World War I and World Warâ…¡, and began to provide more adequate funding for the universities'development. Due to lack of appropriate fund management organizations, the British University Grants Committee had come into being. As a buffer, UGC, which was established in 1919 and replaced by the University Fund Committee in 1989, played a very important role in coordinating the relationship between the government and universities, and had set a model of educational agency for many countries to follow. Based on carding the 70-year history of the UGC, this paper focuses on its characteristics and various functions from the perspective of educational buffer organization, clarifies its operating mechanism and the relationship between government and universities, and summarizes the reasons for its success.The paper contains four parts:Partâ… briefly introduces the genesis and relevant research domestic and abroad.Partâ…¡details the history of the UGC which experienced three periods: establishment (1919-1946), development (1946-1979) and decline (1979-1989). In each stage, the UGC's responsibilities, members, and the funding system varied as the political, economic, social situation and the concepts changed.
