To make a outstanding and more equal education system is the trend of the educational reforming and renovating in today’s world and it ask to realize a balanced development of the basic education. In 2002, the British government began to make the agenda to develop the measures to make the schools in the area of basic education to work collaboratively, then in 2009 the Department of Children, Schools and Families launched a white paper called Your child, your schools and our future:build a 21st century schools system to promote the Federation all over the country in order to resolve the problem of the unbalanced development of education through the cooperation between excellent schools and weak schools or schools and educational organizations.This study includes five parts:the background of the policies of Federation; the main contents of the policies; the practical results of the policy; the analysis of the value of the policy; and the enlightenment of the policy to China on its basic education development. The focus of this study is to combine the main contents and the results of the policy with the framework of the policy value analysis to discuss its choice of value, legality and validity to find out the policy’s essential features. The key point of the study is to find out the uniqueness and significance of the Federation policy on how it optimizes the resources of basic education and promotes British education develops toward a balanced way. On this foundation, try to figure out the homogeneity of this policy seeing through the difference of politics, economies and cultures between Great Britain and China. As a final goal, basing on the actual condition of China, to identify a effective and practical enlightenment to Chinese educational reform.In Britain, a political party’s executive concept directly influences the path of education renovation. Since British new labor is in power, under the guidance of the political philosophy of the third way the government is trying their best to get the goal of building a first-class school system in 21st century, emphasizing on equity and balance of education, which impels the emergence of policy of Federation initiatively. While the present reality of the polarization of British education spurs the birth of this policy objectively. Meanwhile, the policy produces effectiveness in practice rooted in the country’s traditional culture of integrating, which is the root cause why the policy could go into effect.The content system of the policies of Federation covers the aims of this educational development, the process of building a Federation, the management of its strategy and the measures of implementing. As a result, the policy upgrades the quality of school teaching, improves the achievement of the students, strengthens the connection between primary schools and secondary schools, and deepens the sharing of human resources in practice. However, the policies still face some challenges when they come in to force. The idea of working together is questioned by parents, the cooperation of schools brings worries among teachers and staffs, as well, the geographical position of the school and the finance management also has the negative effect on the level of the collaboration. On the basic of the dialectical analysis to the practical effect of the Federation policies, the cases of the First Federation, Parkside Federation and Harris Federation are brought in to dissect separately.The first of three divisions of the paper is to explain what the Federation Policies are and How they are. Following up, the fourth division sees through the appearance of the polices, using the analyzing framework of educational policy value to study its value choices, legality and validity. The final target of the study of education comparing is to find out a reference from the advanced experience of developed education reform to improve the status of the education of one’s own country. So, the last division of the paper draws back to the unbalanced situation of Chinese basic education, aiming at the concrete condition of china, to offer some suggestion to improve its education.
