China’s modern higher education began in the late19th century, together with the concepts of "professor administration" and "academic freedom" that were transplanted to China from the West. With the changes of the national policies, China finally determined that academies will be implemented the principal accountability system under the leadership of the Party Committee, making academies led by a highly centralized executive power. College Academic Committee is the legal systematic modality of China’s academies standing for the concepts of "professor administration" and "academic freedom". The School-level Academic Committee is subordinate to College Academic Affairs Committee according to the organizational system, which is a grass-roots organization of College Academic Committee. Therefore, whether it is to improve the academic administration of college, or to be deeply aware of the college academic activities, the construction of School-level Academic Committee should be emphasized. In this study, the systematic survey was conducted estimated to be aware of how the College Academic Committee operates in China, so as to improve the system of Academic Committee, scientizing academic management and demonstrating the academic power of colleges and universities.In this article, the author reviewed the transition process of China’s School-level Academic Committee, cited the major national policies during the system development of College Academic Committee, and also discussed the influences of these policies on the system of College Academic Committee. After defined the concept of college academic governance, the author clarified the connotation of College Academic Committee and School-level Academic Committee, and pointed out that the latter is a grass-roots organization of College Academic Committee and essentially a basic academic organization which is an important organizational form of the basic academic governance. The construction of School-level Academic Committee can help promote the basic academic governance, improve the system of College Academic Committee and demonstrate the academic power of colleges and universities. The study on the organization and construction of School-level Academic Committee is based on the theory of organization management and the "viewpoint of organization" of higher education.Furthermore, the author investigated the member organization, function and present status of School-level Academic Committee and found there were problems of its organization and construction, e.g. the organization structure was unscientific; the organization functions are less practical; members’consciousness of rights was weak, and so on. As concluded, the ignorance of scientific management, the lack of "process" awareness and the disregard of humanistic concern were the theoretical sources of problems existing in the organization and construction of School-level Academic Committee. Thereby, in order to solve these problems, the author put forward some countermeasures as follows:first, to improve the operation mechanism of School-level Academic Committee by establishing and perfecting the relevant laws and regulations, scientifically applying the theory of organization and management, and so on; second, to upgrade the status of academic power, make clear the importance of academic power and realize the balance between academic power and administrative power.
