Recently buffer organization is not a new topic in higher education field, on which many researches have been made, but nearly all researchers always think the buffer organization to be as the buffer organization between university and government. As the case stands, this point is not truth whatever happens. So, I will bring forward a new concept "Buffer Organization of University", and take it as research object of my thesis.The whole society is made up of three types organization mainly, according to the relative theory of modern social science, namely Government Organization, Profit Organization and Non-Profit Organization. The respective representations of them are government, enterprise and university. Hence, theoretically speaking, buffer organization should divide into two parts, that is to say the buffer organization between university and government and the buffer organization between university and enterprise. Withal, there are many demonstrations in the Occident's universities.The innovation of theory is rooted into practical needs deeply. Buffer Organization of University, this concept also has abundant practical connotation. The administration of higher education is always centralization of state power in our nation. In order to break the deadlock, enlarge the right of self-determination, establishing the buffer organization between university and government is efficient, according to international experiences. To this point, many people from theory and practice area have come to a common cognition and begin to explore. But after investigating practices and reading literatures, I find two important problems ignored during the establishing of the buffer organization between university and government. One is adaptability of system; the other is the problem of pertinence. In detail, it is short of sufficient theoretical research about feasibility and flexibility. It is the same as the establishment of the buffer organization between university and enterprise,meanwhile there are some especially practical reasons as fellows:Universities in China spring up the upsurge of managing high-tech enterprise by themselves for all kinds of reasons odd-come-shortly. Out of question, to some certainty there is a history of managing enterprise by university in China, but I believe there is no parallel in history contacting scientific research to industry so tightly. The original intention of university managing high-tech enterprise is to enhance the invert rate of scientific-research fruit and raise money. As a result, which lead to chaos of the objects of university management; thwart the development of university's academy; cumber the cooperation between university and social enterprise. So I think university managing enterprise is not worth the candle get more kicks than halfpence. According to the foreign experiences, it is efficacious to apply buffer organization to the cooperation between university and enterprise. Particularly speaking, university withdraws form enterprise entirely, at the same time, establishing "TLO" and "Science Park".Basing on the considerations above mentioned, the first and second chapter of my thesis prove the legitimacy of the "Buffer Organization of University" by analyzing engender and evolvement of the buffer organization. Subsequently, I use "adaptability of system" and "pertinence" as key words to probe into the buffer organization between university and government and enterprise particularly. The seventh chapter, namely the last chapter give the theoretical exaltation of buffer organization of university, simultaneity, put forward some interpretations to its limit, its non-profitability, its adaptability, "University-Enterprise -Government" triple helix and the like.
