Teaching plan is the blueprint and guideline for language teaching. While planning, teachers will take many factors into consideration, namely context, students' language proficiency, students'age and learning environment, etc, but the roles of these factors are different in different language skills such as listening, speaking, reading and writing. English language teaching plan is the embodiment of second language teaching and curriculum design theory. Meanwhile, the characteristics of listening, speaking, reading and writing activities play an important role in teaching plans,. This paper aims to find what kind of teaching plans promote effective language teaching by a set of evaluation criteria,On the basis of the theories of foreign language teaching and curriculum design, as well as the characteristics of the four activities,5 teaching plans are analyzed. The research results show that these teaching plans are far from satisfactory. And students' roles are not attached equal importance. The paper tries to discuss the causes of these problems and suggests some resolutions.
