The urban peasant laborer children are special groups produced in the process of urbanization development. With the further promotion of the urbanization and the construction of harmonious society, the education problems of these children receive more and more attention gradually, and the schooling problem may say that is the focal point. How to make them have the study right and accept good education further in the city, that is not only with peasant laborer children own development as well as the education t connect closely, whether moreover also relates the whole promotion of our country human quality and the city and countryside integration construction advancement, simultaneously is also the social stability, fair manifestation. The urban peasant laborer children schooling policies are the series of measures that took by departments concerned to solve the problems in some time which this question adopts, therefore through the effective explanation of the series of related policies can reflect the tendency of the urban peasant laborer children's schooling problem which develops along with the time more systematically and more intently. However, the value orientation vicissitude is the most profound reason causing the changes and development of the schooling policies. So, it has vital significance to study the value orientation of the urban peasant laborer children's schooling policies.This article altogether divides into three chapters besides the introduction. Respectively is the first chapter, the value orientation analysis of the urban peasant laborer children schooling policy texts, the second chapter, the value orientation analysis of the urban peasant laborer children schooling policy execution, the third chapter, the future value orientation analysis of the urban peasant laborer children schooling policies. In the first chapter, it made a brief summary to our country's urbanization development course, take which as a formation, then carries on a review of the concerned polices'foundation and evolution. And further carrying on an explanation for six related policies, with the aid of the coding method, which were promulgated after reform and opening-up, namely our country urbanization development enters a stable fast development time. Through third-level coding extract three key words, those are policy goal, policy main body and policy execution way. Including the value realizes which mainly manifests the enhancement of the urban Public school admits the peasant laborer children's ability and the social school strength obtains more supports, and the value distortion, which caused by objective, subjective and the system reasons.The third chapter is about the future value orientation analysis of the urban peasant laborer children schooling policies. Bases on the related policies value distortion question in the present stage and the new challenges which proposed to the related policies in the urbanized development, this chapter's analysis the new demand of the policy value, and think that the thorough comprehensive fair view, the selectivity and the multiplicity should become value orientation of urban peasant laborer children schooling policy. Finally, from idea and operation dimensions, proposed some suggestions about how to consummate and realize the policies value orientation, in view of the existing question, the new challenge as well as the policy value new demand.In brief, the urbanization is the road which must be taken in our country modernization development process, the urban peasant laborer children schooling question is the consequence of it, which should be solved through the urbanized way, the correct value orientation will indicate the direction for the city peasant laborer child education question's development in the future, and promote the benign interaction between urbanization and the education and the construction of the fair harmonious society.
