In this dissertation, I studied the concept, essence, characteristics of Virtual Learning Community. The research is based on the current status in the learning of courses in information technology in primary and secondary schools in our country. After analyzing the advantage of the resources aggregation and further studying the related technology and functions, I defined the guiding ideology of establishing Virtual Learning Community, constructed the system model of Virtual Learning Community, designed and realized the Virtual Learning Community system for information technology curriculum in primary and secondary schools.In the third part of this dissertation, the author discussed the analysis and design of the learning system for information technology curriculum in primary and secondary schools. This system contains five aspects:system construction, design goal and principle, design approach, the general introduction of system, detailed design approach. In this part, the author defined the basic facilities, applied platform, learning resources, supported services and consumed objects. After that, he applied MVVM (Model-View-ViewModel) construct to build the Virtual Learning Community system.In the fourth part of this dissertation, the author discussed the realizing of the learning system for information technology curriculum in primary and secondary schools. In the light of the actual applied situation of Virtual Learning Community in the domestic and foreign, it takes some positive effect really. However, most are still many problems in them. Such as weaker system malleability, lower learning resources integration, and the disappointing feedback result of user experience and so on. Based on XAML (eXtensible Application Markup Language) and WCF (Windows Communication Foundation), the Virtual Learning Community system has its advantages containing enhanced separation between logic layer and view layer, well graph interface support, promoted information transmission security, convenient distributed development and management. It emphasizes resource aggregation, data share and communication, platform unconcerned. Only the Virtual Learning Community system which has these specific properties can provide service with learning of information technology curriculum perfectly and make accessible high-efficiency learning resources anywhere.
