In China, graduate education evaluation has been formed and developed by the effects of the government, society intermediary, and universities via game theory for a long time. The power and interests of the three parts become more and more imbalance. The power of government in the evaluation is too concentrated to lost certain restrict by other parts. Professional in evaluation of society intermediary become too weak or even lost their legal status. Universities, for their own survival and development, make themselves meet the requirements of evaluation sometimes even by means of falsity without think it over. It makes the results of graduate education evaluation lost fairness, objectivity, scientific. All of these are the performances and results of graduate education parts that lost their balance in this game theory. Therefore, it becomes so urgent to form a theory strategy of the game theory about how to balance the effects and benefits among the government, society intermediary, universities in the evaluation system.In this study, we use game theory as the theoretical basis to do some research on stakeholders of graduate education evaluation, and this is the innovation from other papers. We looked back the diversified development of graduate education evaluation parts and analyzed the status and the reasons of the imbalance in the game theory. From the international perspective angle, we compared France, America and Britain on their graduate education evaluation and analyzed the difference among them. France is a centralized country, and their evaluation of graduate education is the government-controlled. America is a separation of powers country, and their graduate education evaluation is based on society intermediary authentication. British universities have a long tradition of autonomy, and their graduate education evaluation is collaborative governance. But with the development of graduate education, parts of national graduate education evaluation in the game theory are becoming more diversified. With the successful experiences from other countries, the author of this paper think about the situation in our country, and described the government, universities, and society intermediary behavior strategy respectively. The author wish it could be possible to build the right balance of graduate education evaluation among the three parts through all of these descriptions. Only when the government, society intermediary, universities carry out their own duties, it could be helpful to ensure establish and implement of the graduate education evaluation policy made by the country administrative. And it can enhance university's self-restraint and self-development capacity. And it can also mobilize society intermediary participation in graduate education evaluation. It can increase our government efficiency to solve common bureaucratic and inefficient in a certain extent too. In the end, we can build the right balance of graduate education evaluation system.
