A Study On The Cooperative Game Between Administrative Power And Academic Power In Colleges And Universities Under The Framework Of Governance

The Third Plenary Session of the 18 th Central Committee of the Communist Party of China proposed that "we should further promote the separation of management,management and evaluation,expand the provincial government’s overall right of education and the school’s autonomy,and improve the internal governance structure of the school".In fact,it is not only to provide direction and ideas for the deepening reform of China’s higher education,but also to make a positive response to the problem of solving the allocation of university power,that is,through the government’s decentralization and optimization of school autonomy Sovereignty to promote the healthy operation of university power.At present,the status of University in society is more and more important,not only to impart knowledge,but also to serve the society.At the same time,due to the continuous development of science and technology,the internal disciplines and research fields of the university are expanding,which leads to the increasingly complex management of the current university.And with the progress of society and the further popularization of higher education,the scale of colleges and universities will further expand.This inevitable trend will further make the management of colleges and universities become an important part of the work of colleges and universities.With the importance of university management becoming more and more prominent,the traditional university management mode cannot adapt to the new form gradually.Administrative power and academic power will play a role in the management of universities.In terms of its essence,the management system of colleges and universities embodies the distribution of power among all levels of management and different interest groups in Colleges and universities,as well as the power relationship between them.This kind of distribution pattern and function relation constitute the power structure.From the analysis of the nature of power,it is generally believed that the power of colleges and universities includes two types:administrative power and academic power.The administrative power of colleges and universities refers to a kind of compulsory power which is established to control the internal institutions and members of colleges and Universities under the influence of internal and external pressure and their own will,relying on national laws,government will,social requirements,school rules and regulations,in order to implement the national educational policy and achieve the educational objectives of colleges and universities.The so-called academic power is the power that experts and scholars exert influence and intervention on academic affairs and learning activities according to their academic level and academic ability.It includes the power given by teaching and scientific research.It can be said that the organizational characteristics of colleges and universities determine the objective reality of the coexistence of administrative power and academic power.As the core of management,the operation of power brings about the realization of management,so the premise of good operation of colleges and universities is to have a reasonable right positioning and distribution,in order to gain effective management,effectively improve the management efficiency and quality of colleges and universities,fully coordinate different interest groups and functional departments within colleges and universities,and improve the operation efficiency of colleges and universities.Looking back on the universities in our country,most of them are established under the long-term planned economic system.The existence of universities mainly depends on the government departments,which also leads to the strengthening of the administrative power of universities.The centralized administrative management mode has become the main management mode of universities,resulting in the long-term game between the administrative power and the academic power of universities.And the administrative power of public universities in China is gradually expanding,which erodes the academic power of universities,and the contradiction is deepening day by day.The transitional expansion of administrative power leads to the weakening of academic power in Colleges and universities,as well as the weakening of the management efficiency of colleges and universities to a certain extent,which affects the development of academic.The academic innovation mechanism is not flexible enough.At the same time,the phenomenon of "official standard" in Colleges and universities makes the pure land of colleges and universities worship and yield to political power.Once it has administrative power,it is easier to lead the academic and obtain the practical benefits of scientific research funds and project.This kind of "official standard" phenomenon has been widely spread in Colleges and universities in China,which has greatly hindered the development of colleges and universities.The balance of administrative power and academic power is directly related to the development and efficiency of colleges and universities.Therefore,to deal with the relationship between administrative power and academic power correctly is a practical problem that colleges and universities need to solve,and has great practical significance.Therefore,coordinating the imbalance between administrative power and academic power has become a main content of the internal power operation of colleges and universities.Many scholars and experts in our country have realized these problems,and the government has also carried out a series of reforms on the generalization of administrative power in Colleges and universities,including the reform of leadership system,distribution system,personnel system and other measures,which have achieved good results,and also improved the autonomy of colleges and universities,the vitality of organizations and social adaptability to a certain extent.However,these reforms the phenomenon of the game between administrative power and academic power is still serious.Based on the analysis of the concepts of academic power and administrative power,this paper takes the National Open University as an example.The reason why the sample of National Open University is chosen is that compared with the general university,the administrative power of National Open University is relatively extensive,and the academic power is relatively weak.Taking the National Open University as a case,the contrast and conflict between academic power and administrative power will be more prominent,and the analysis will be more typical.Through this case,the paper summarizes the current situation of the game between administrative power and academic power in China’s colleges and universities,and points out that the main problems existing in the game between administrative power and academic power in China’s colleges and universities are: the generalization of administrative power,the bureaucratization of administrative institutions,the marginalization of academic power,the administration of academic management,the upward concentration of power,and the lack of democratization of decision-making.Based on this,it is concluded that with the increasing influence of various factors,the game between administrative power and academic power will be further deepened.Therefore,we should try our best to keep pace with the world’s first-class universities and research institutes in the governance framework so as to better cultivate outstanding talents.Therefore,we need to carry out necessary reforms in the academic power and administrative power of colleges and universities in China.After the systematic analysis,the paper puts forward the Governance Countermeasures of the cooperative game between the administrative power and the academic power in Colleges and universities,mainly from changing the concept,constructing the system to ensure the checks and balances between the power systems;the full cooperation and consultation among the power subjects;optimizing the academic organization form,establishing the independent academic evaluation system,forming the legal regulations and the academic withdrawal mechanism;the diversification of the governance subjects;forming the University Starting from various aspects of ministry management consortia,we can fundamentally improve the game between administrative power and academic power in Colleges and universities in China.
