The Academic power and Administrative power are two basic power forms in higher education institutions, which are Unity of Opposites, and their relationship has been a controversial topic in Education, both in the past Administrative power play more important role or academic power play more important in today, the relationship between the two being put forth, and each has its justifications. Along with the popularization of China's higher education, the further development of colleges and universities, especially in recent years with the merger of Colleges and Universities, Colleges and Universities rationalize the internal relationship between administrative powers and academic authority has been an obvious important role, both for the college' internal management system work more effective and the college develop more healthy.In this paper, starting from the internal and external environment in which the colleges stay, we make a brief introduction of game theory, analyze game theory' significance for university' management as well as the relationship between two powers. At the same time, we make a simple summary of the two basic elements' Connotation, characteristics and their relationship. Based on Game theory' basic model which is called "Prisoner's Dilemma", we make a new interpretation for two powers, and try to make advance for how to build a harmonious relationship between them.In addition, New Institutional Economics has provided people a new perspective, when researching economic entities. In this paper, the basic theories of transaction costs and changing the system are used to analyze university management should pay more attention to System variance and cut power border scientifically.
