In the fifth session of CNCC,prime minister Wen Jiabao explicitly pointed out in his report on the work of the government that our country must highlight the development of vocational education, and make it a truly society-oriented education. He also stressed,'we must focus on the development of secondary vocational education; set up the network for vocational education and training that should cover both rural and urban areas; deepen the management reform of vocational education; set up the joint mechanism of trade, factory and school; and carry out the running mode by the cooperation of school and business.'It can be inferred from the above that in a certain period of time, secondary vocational education will be the firm prop of vocational education, and will keep on sustaining Chinese education system together with elementary education and higher education. Curriculum is the centre of teaching; thus the research on vocational education curriculum can give impetus to the development of secondary vocational education. This thesis sets the foothold on the elites cultivating mode by cooperation of school and factory, from the perspective of intermingling theory and practice, adopts the method of unifying macroscopic and microcosmic approaches to discuss the features of vocational education and factors that affect the development of curriculum, and make a thorough, systematic research on the exploration of secondary vocational education system.Firstly, it makes a brief introduction of famous vocational education modes home and abroad, systemizes the features of cultivating mode by cooperation of school and factory and reveals that such mode is a necessary choice for the development of vocational education. Meanwhile, by the demonstration of the relationship between learning courses and elites cultivating mode, it points out that the dialectical relationship between them and clarifies its significance to vocational education.Secondly, by the investigation based on fifteen secondary vocational schools'cooperation with factories in He Bei province as well as their respective construction of learning course system, analyzes the present problems in this system, and foreshadows the future reform on it. Thirdly, from the perspective of intermingling theory and practice, it analyzes four factors that affect the development of curriculum, sums up four prominent features, and lists eight principles for its development.Lastly, it systematically studies the curriculum development in secondary vocational education under the elites cultivating mode by cooperation of school and factory from the respects of construction of organization, process of course development, enforcement and evaluation. It also provides concrete methods for the course construction and referential example for the future reform.
