American STW And The Inspiration To Vocational Education In China

In the 1990s, due to meeting the need of global economy development, decreasing the youth unemployment rate, keeping the society stable, and advancing the development of information society, a reform named STW was carried out in American vocational education field. In the spring of 1994, American Congress adopted School-to-Work Opportunity Act. This act promoted STW development throughout the whole country. Profound political, economic and social factors made the STW Initiative come into being. STW reformed the traditional vocational education essentially. STW Initiative tries to change the embarrassing situation of the transition for the youth from school to job. It successfully constructed a series of projects. Career Education and Cooperative Education between business and school were promoted and achieved mutual benefits. From the point of vocational education development, the reform was established in the background of economical and social development. It reconsidered the relevance of vocational education and social development, which laid the foundation of the development direction about American vocational education in the twenty-first century. Our Chinese vocational education development could also use the experience of STW for reference. In this paper, based on U.S. government released data, and the content of a series of bills passed by Congress and Marx's materialism conception of history as a guide, the utilization of documents analysis, comparative analysis, and factors analysis as study methodology, discussed the materialized factors, implementation survey, implementation result of American STW in 1990s and inspiration to Chinese vocational education.Paper as a whole includes Introduction, Body, Conclusion, References and Epilogue five parts in total. In which the body is divided into five parts:Based on the track of history, the first part makes brief retrospection about the evolutive process of American vocational education.The second part explicitly analyses STW concept. Based on the era background of economic situation in 1990s, the international situation and domestic circumstances in USA, this part concretely analyses the factors which facilitate STW from four aspects. Besides, this part researches the government's supports to STW from the following aspects: supports from President Klinton, law and fund.The third part summarizes the design principles of STW initiatives explicitly, synthetically studies the effect of STW from three aspects: individuality, enterprise and vocational education. According to the analyses on the problem of students number, enterprise participation and sustained development of STW, the author describes deficiencies in the implementation course of STW.In Partâ…£, according to the status quo of vocational education development and the situation in our country, explores the experience coming from STW; and then it analyses the problems such as cooperative education among many sides, sustained development in education, career education and vocational education for all people.The conclusion part states STW's inspirational significance to the vocational education in our country from four aspects further, which based on the background and enforcement situation of STW...
