Indian Affiliated College is a product of Inclian university affiliating system. Not taking charge of teaching, the affiliating universities only accepted higher education institutions as their affiliated colleges in the area where the universities were built. Since affiliated College which is mainly responsible for undergraduate education have no degree-granting rights, they should attach to a university and open courses accessing to the credit of the university. Only when the students of affiliated colleges pass the exams holding by the university, they could be awarded the degree of the University. Thus it can be seen, the Colleges must be attached to a university for the sake of survival. Owning a very limited number of universities-so far the only more than three, affiliated colleges assume the burden of higher education in India. After independence, India accelerated the pace of development of higher education, especially in the 1960s and 1970s when Indian higher education grew fastest, so the scale of Indian higher education expanded rapidly. The affiliating system,which promotes the popularization of Indian higher education, was appeared with the establishment of Indian higher education system,and developed with the improvement of Indian higher education system. Because of this, the Indian government has taken some reform strategy. However, due to some defects of the subsidiary system itself, it also brings to higher education some negative impact, especially the duality of teaching, which has been widely questioned and criticized. The development of the Independent college has more than ten years, and now faces the choice of a new development path. There are many similarities between the affiliated college and the independent college. The Indian Institute of autonomy undergone difficult and slow process of reform, and so will the dependent college. So this paper, besides making comparison, summed up the characteristics of the experience. Indian affiliated colleges have too many lessons, which will give cnlightenments to independent colleges in China. For all above, there is great significance for the study about the present situation of Indian affiliate colleges, the problems in the development and the. reform measure for the issues of India.This study analyzes the development of affiliated colleges based on both history and reality. First, from a historical perspective, study gives a introduction to the development ovcrview of Indian affiliated colleges including the emergency background and the development process of Indian affiliated colleges, which reveals the position and role of affiliated colleges in the development of higher education in India. Then, from a practical point of view, the author describes the development status of affiliated colleges in India, including school orientation, financial support, teaching, management and appointment of teachers to start discussing so as to get a more comprehensive understanding of the development of Indian affiliated colleges. Afterwards, the study continue to analyze its effect On Indian higher education which incarnate in several areas such as promoting the massification of Indian higher education, saving public outlay for higher education, and promoting equality in education. At the same time the study also points out the problems caused in the development of affiliated colleges, and describes the reforms and countermeasures taken by Indian affiliated colleges aiming at the problems. Finally, based on a comprehensive and profound understanding of the development of Indian affiliated colleges, the study discusses enlightenment for independent colleges in our countries from Indian affiliated colleges.
