Independent Colleges is established on the base of running non-governmentalsecond-level colleges by state universities. It is different from state-owned collegesand private-owned colleges. In 2003, the ministry of education took some actions onIndependent Colleges, which makes developing Independent Colleges become animportant topic in the higher education domains of our country. The development ofour country's higher education need to expand its educational resources and makefull use of the present conditions to enlarge it's scale, and promote the generalizationprocess of the higher education. According to the principle of supporting activelyand managing reasonably, the government supports the good universities to try onhaving a Independent Colleges. As a new thing, Independent Colleges itself is notmature, so it is unavoidable bringing some impact to education, at the meantime,many substandard procedures appears. In this kind of situation, the research onIndependent Colleges' standardization management is significant. Therefore, theauthor objectively describes Independent Colleges' developing conditions andcompares with the domestic and foreign relative policies and laws, and mostlyanalyses Independent Colleges' property rights, the organization management systemas well as the financial control standardization question, and gives some suggestion.In a word, people ought to treat this new thing with the discriminating sight.Not only to see their defects, but also to see their flourishing development. Need togive it sufficient space for development, and give the some necessary directions,guide it to develop healthfully, stably, sustainable, let it become an importantstrength of higher education of our country.
