One world ,one dream ,with the rapid development on knowledge of information , economy, the world seem to be a'global village'with the cultural explosion era coming .In order to follow the trend of the Times ,adapt to the drastic change of society ,in our country ,what is urgent need is the innovative talents .Undoubtedly ,this bring the education career a new challenge ,this need many education departments to convey talents to society .Now ,no matter in China or in other countries of world are planning or have carried out school education curriculum institution reform .During the 2000-2010 period ,the general target of basic education curriculum reform all over the world is Deng Xiaoping make the education theory that is'education should face to modern ,face to world ,face to future'be the guidelines ,implement completely the spirit of 15th Party congress ,implement seriously'the decision of the state council of the central on deepening education reform and comprehensive promoting of quality education',to construct an open , socialism basic education curriculum system which is full of vitality and Chinese characteristics .[1]In the autumn of 2001,our country's nationwide 38 educational experiment Districts firstly carry on the reform experiment of the compulsory education new program and have been simultaneously started to prepare for the curriculum reform and new curriculum standards of the high school. The falls of 2004 and 2005, each experimental district has successively moved into experiment stage of new curriculum standard. This reform is a comprehensive reform in our education reform which involves mostly and strength largest. whether compulsory or elective programs, in terms of course objective, course features, curriculum ideas or form the class structure, implement, content arrangement, evaluation to rescource management of the curriculum.3. PE, as the basic education subject of young people, is a new challenge for the teachers. The PE teachers face a big problem which is how to fire combines the new curriculum reform with attracting students'interests and improving their physical quality. From September 2006, the high school physical curriculum reform gradually spread in the country, and the reform in Hebei Province is no exception, which means that the reform in Hebei Province has been a major step forward. At the same time the reform brings opportunity and challenges for school and the PE teachers. Now, each college the student organizations is prevalent in each college, and the community organization is a product of college quality education in new times, with a distinctive character. The PE community is the most active part in college organizations, which promotes physical work to develop in depth, enrich the college students'amateur cultural life and promotes the building of the spiritual civilization on campus. But the community has some disadvantages, such as the entertainment component is too high, organization is discipline is lack and soon. So community need PE teachers manage, guild and help. For the usual high school, students have to face the great pressure of college entrance examination, and students also want to learn their favorite projects.New curriculum poses a challenge to the school traditional program organization model and the school is difficult to adopt it. The high school curriculum content is new, modules are many and materials are various. Because it is difficult to adapt the number of teachers, the teachers'structure and the overall quality, so there comes some problems in teaching progress. We bring the sports community organization into the high school. Students choose their favourite projects and spend the exercice time on the same project, which not only enhance students learning enthusiasm for sports, but also meet students learning aspirations. It's very helpful for students to train students'motivation.The thesis uses the research methods of literature questionnaires, expert interviens, measurement observation, statistics logical analysis and other methods to take the Tangshan city second High School for example to research that the high school setsup the physical community, making out the following conclusions: First, each leader in sports departments attaches great importance to high school physical education curriculum reform and vigorously promote high school to make sports associations reform. Though the implementation situation is not optimistic, because of examination oriented education, some school leaders don't attach importance to sports, short of funding, sports equipment and space facilities and even taking PE class to learn other subject to improve academic record. Second, high school sports options are too few, traditional sports, gymnastics classes and new projects are too few, and also teachers are lack of training of their unfamiliar projects, having low level of sports technical, professional quality and screntific research..They can't effectively organize community to do sports, don't have strong sense of duty and is lake of confidence; finally, teachers don't attach importance to students mental and spiritual health and lake of real realization of sports technological knowledge.Recommendation: 1. Train the school leaders, change concepts of education of"the culture over military", and increase the foundation of physical curriculum reform.2. Train the sports teachers in physical program reform, improving their organization capacity, introducing highly educated teachers to improve research capacity and injecting new vitality for teachers. We can guide school sports associations to quickly and healthily develop and teachers play the leading role in the sports community.3. Increase the proportion of national traditional sports in setting of physical education teaching content, while introduce projects which are more interested in improving students'sports interests and developing the habit of actively participating sports activitles. Teachers strengthen the projects training to improve teaching quality and develop physical fitness of students.4. Physical teachers are responsible for their students improving their physical knowledge content and image, correctly understanding reform concept of"Health First". We should make students participate in sports activities through the sport association to improve students'the level of spirit and heart health and full play the leading role of the sports teacher and student to promote sports curriculum reform.
