As the realistic response to the modern civilized society and the free and full development of human beings, and for providing the correct direction and the scientific guidance, the ideological and political education should always keep the sharp reaction degree on the social status, and always keep the pace with the time. While the current policy of normal education at public expense has very wide ranges, such as having many participating subjects, a long executing process, significant social effects and complex evaluation factors. That points its importance as an education policy, also proves its special social value as the research angle of ideological and political education. The basic study route of this paper is finding, anglicizing and solving the problems.The paper divided into four parts:The first part expounds the logic relationship between the education policy and the ideological and political education, which is the reason of the choice of the policy of normal education at public expense. Firstly, taking the time for the vertical axis, clear the different forms on the different historical stages and the background of the current policy. Then, taking the self of the policy for the horizontal axis, discusses the internal unity of the two from the goal, implementation and evaluation respectively.The second part bases on the investigation, relying on the objective data, analyze the policy, point out the problems. On the one hand, there is a head drop between the goal and the reality. On the other hand, the set on each subject's rights and obligations needs to be further improved.The third part analyzes the reason of the problems mentioned in the second part from the objective and subjective perspective. Objectively, marketization, urbanization and the social transformation under the background of the diversion have triggered the social system and mechanism of the profound. And the meantime, the differences and the gaps among different regions and social strata, between urban and rural areas have achieved obvious embodiment in education field. Subjectively, its mainly on the core subject, the normal students at public expense, analyze the contradictions of themselves about the independence and individualism, pragmatism and utilitarian, consciousness of right and responsibility consciousness, which lead by their unique growth environment.The fourth part does the targeted ideological and political education research, based on current normal education policy as a starting point. First, improve the current policy system of normal education at public expense. To realize the policy goal phase change, policy text and rationalize the policy system of effective supervision and evaluation, further improve teachers'professional treatment, improve teachers'professional qualification of authoritative, safeguard the professional development of future needs. Secondly, the normal universities directly under the ministry should optimize the training mode of the normal students at public expense. Pay more attentions to teachers they need, strengthen the communication and cooperation with the local education administrative department. Finally, build an ideological and political education system that the main body is the group of the normal students at public expense. Conduct vocational ideal and faith education, political belief education, professional morality education and professional psychological education pertinently.
