The policy of free normal students is a major decision to developteacher education in China in the new century,an important measureto take education as prior development strategy and to promote the balanced development of education.The implementation of the policy contributes to encourage more outstanding youth to engage in education career and cultivate a large number of excellent teachers;it will also help to form a thick atmosphere of respecting teachers and education,make education be the most respected cause of the society.The development of eduction depends on the improvement of all teachers'qualities,Prior development of education requires the prior development of teacher education.Teachers have become the bottleneck restricting the development of education,especially in the developing rigions.In this context,the policy of free normal students becomes an inportant macro-control measure to allocate teacher resources.The rerurn of the policy is also an opportunity to reform the teacher education system and restore the normal education.This paper uses the view of neoinstitutionalism,arranges main historical documents and outcomes related to free normal education,analyzes the process of the policy with longitudinal study,defines the historical changes from the estabishment in the late Qing dynasty to the current return.In addition,Summarizes the theory of neoinstitutionalism and constructs a concrete analytical framework to form the theoretical basis for policy analysis.Analysis and synthesis,induction and deduction are also used to carry out the logical analysis to the materials.The study shows,the development in policy of free normal sudents is successful on the whole,the free policy promote the normal education and ensure the allocation of teacher resouces as a tradition in teacher edcation.The current estabishment of the policy,rooted inalanced allocation of teacher resources caused by Chinas unbalanced economic and social development.But the new policy of free normal students may also meet the legitimacy crisis, the improvement of the laws and regulations?the adjustment of the social relationship and the common cultural awareness of the form, all is a complex process, We should have long views about the issues in the reform.
