With the current social development and the advancement of educational reforms, the improvement of the school-based management under the framework of the modern school system and the creation of favorable environment for the internal management to ensure schools can meet the needs of social changes become important parts of school connotation development.According to the principal's capability, the school's foundation and the situation of party building, school leadership has diverse forms in the process of implementing principal responsibility system, for instance, the posts of principal and party secretary are occupied by two persons respectively, crossly, or only by one person, which is referring to a school principal holding a concurrent post of party secretary, and set up party branch committee. This thesis has explored the issues about this management mode, including how to overcome the shortcomings of the model and play its rationality through system design, institutional improvement and functional improvement, thus create a harmonious campus environment for students'healthy growth.This paper describes the origin and development of management mode—"one person holding concurrent posts of principal and party secretary" in P School District in Shanghai, and makes questionnaire survey and interviews for the status of this mode, and analyses the situation of implementing this mode through data and cases.This paper sums up basic characteristics and typical cases of this model in the aspects of organizational management and system design, analyses the strengths, problems and difficulties in the process of implementing this mode, puts forward the ideas of perfecting this mode and expounds its meaning. Last, the paper comes up with basic strategies for improving this mode:implementing the principal responsibility system, building support systems, enhancing the quality of cadres, establishing an incentive mechanism and selecting implementation by Category.
