The flourishing trend of professional development among educational groups, as well as the overall low quality of secretaries in primary and middle school makes the professional development an inevitable choice for secretaries of the party organization. In this study, the author makes a theoretiacl research and situation ivestigation on the secretaries’professional development based on the individual level of the secretary. On the individual level, the professional development of the secretary is a process of improving their prodessional structure, includes political literacy, professional knowledge, professional competence and professional attitude, and gradually growing into a mature professionals through the way of reflective practice, whose core is self-development in the professional field. Its aims are to enhance the professional quality of secretary, promote the harmonious development of the school and upgrade the secretary’s occupational status. The professional development of secretary is not only imperative, but also has sufficient theoretical basis and practical conditions.Combined with some provisions of the relevant policy documents, this study analyses the professional structure of secretary and clarifies the content of professional development:political literacy, professional knowledge, professional competence, and professional attitude.Based on the content framework, this study used a questionnaire and interview survey methods to conduct a survey of the professional development of the secretary in primary and secondary schools in J district, Shanghai. The study describes the basic status of the secretary of the professional development and clarifies major problems: fist, the secretary position is becoming "marginalized",the secretary has a low degree of professional identity; second, the lack of career development planning and weak awareness of self-development; third, the-job training is a serious shortage, secretaries’professional knowledge and ability is uneven; fourth, the relationship between party and administration is difficult to handle, full-time secretary in a awkward position. Then, the study analyses the reasons of the problems in three levels of government, schools and individual secretary.To solve these problems, this study proposes some countermeasures and recommendations in the last chapter, such as improving relevant policies, mending the management system of the secretary, innovatate the in-service professional training and stimulating the initiatives of secretary.
