The Exploration Of The Role Of Secretary In The View Of University Governance

As a unique senior management position of Chinese universities, party secretary is the political core and a vital leader. With the development of higher education, colleges change management style from management to governance. University governance needs many people take part in and involves all aspects of the school. As college’s decision maker, Party Secretary plays an important role in college’s governance. Higher education law points out that Party Secretary have some duties and responsibilities. But it didn’t points out the details of the Party Secretary’duties. Therefore, the purposes of this research is finding out the Party Secretary’ role. In this situation, the party secretary’s role research emerges.This paper uses a questionnaire, interview and so on. By reading the literature and analyzing questionnaire, we can indicate that the relationship between the headmaster and party secretary. At the same time, we can point out that what’s the main duty of the party secretary and provide some reference for party secretary.This paper mainly studies the party secretary’s role in university governance. The text includes six chapters:introduction, text chapters and conclusions. In the introduction section, the text the main research purpose and significance of the topics and related literature review. In the Part of the body, the text introduces concepts of governance and governance structure. In the paper, using factor analysis, we divided the party secretary’s role into communication coordinator, political power representatives, administrators and policymaker. Analyzing the core of the party committee secretary of the role and non-core role, we conclude that the core of the party committee secretary of the role is political delegating and policymakers; non-core role is administrative management and communicator. At the same time, we generalize the party secretary’s role and give some suggests to party secretary. The suggests are paying more attention to the party secretary’s core role and reduce playing the non-core role.
