The Exploration Of The Role Of Secretary Of Communist Party Of China Under The Leadership Of The Contemporary University In China

This paper mainly researchs on university secretaries of the party committee (a group in China's contemporary university leadership system), and main content is about the investigation and study of their fact-ran status. Universities in our country carry out the principal accountability system under the leadership of the party committee. In universities secretaries of the party committee is in the central situation, and grass-roots party committee undertakes the following mission:to direct the university direction, to stabilize the development circumstance, and to train and select the administrators. Secretaries of the party committee is the superintendents of grass-roots party committee of China's state-run universities, and they play a decisive role in universities' operation and development. And they are the senior management roles only exist in Chinese higher education system. As a secretary of the party committee in university, how to be suitable for the demands of the times, hoe to undertake the historic mission of the party and the country, is a topic worthy of in-depth study for our education administration departments and education administrators.This paper base on the role theory, after expositing the purpose and meaning discusses the historical change of Chinese university' party committee leadership system, and then make clear the study methods and procedure. The core body of the paper mainly analyze the fact-ran status of secretaries of the party committee in universities at present by the means of web survey and interview survey.This paper analyse the data of 1028 universities' secretaries of the party committee collected. Also by analyzing the contrast among 8 kinds of universities' secretaries of the party committee, contrast between president of the university and secretaries of the party committee, contrast between chairman of the board of the USA's university and secretaries of the party committee, summarize the basic feature of secretary of the party committee in Chinese universities. By interviewing two state-run universities' secretares of the party committee and a private college one, discusses the essence they should own and the content of their work. At last, this paper give some suggestions about the role the secretary of the party committee shoulf play.
