The Study Of Optimal Mode Of Beijing Universities Sino-foreign Joint Graduate Students

To adapt the economic and social requirements of high-level personnel training, universities are carrying out reform and Innovation, and exploring variety of training models and approaches. In 2006, Beijing launched the first program of Sino-foreign Joint Graduate Students, and established 12 base with 12 universities as the center. The program carried out more than three years, the base explore a variety of Sino-foreign Joint Graduate Students model with its own characteristics and advantages.Beijing has accumulated valuable experience. However, due to shorter base-building, diversity training model also exposed some problems. This paper aims to summarize problems of Sino-foreign Joint Graduate Students model,put forward analysis framework of optimal mode and countermeasures and suggestions from Beijing reality.Based on theory of internationalization of higher education, human capital, cost - benefit, the network organization and study a large number of related literatures,this paper defines the concept of Sino-foreign Joint Graduate Students and put forward the elements of its model, analyze model from the training side, the specific form of training, training funders, training stage and training power.Through use of questionnaires, interviews Etc.methods, This paper analyze status and mode of Beijing Sino-foreign Joint Graduate Students base construction, summed up characteristics and problems of mode, and through analyzing advantages and disadvantages of existing models, this paper proposed optimal Mode: the Government guide-based, promote multi-agent mutually build an advanced management platform,based on project as the main form,multi-level training course.Finally, this paper put forward recommendations of developing optimization model from the policy system security, joint power, financing, training process management, evaluation system.
