The citizenship isn't only a matter of identity but also a matter of consciousness. A strong civic consciousness is indispensable to our country modernization and the construction of harmonious society. Physical and mental characteristics of junior high school students decide that this stage is the best time to intensify their civic consciousness. So, it is very necessary to study the current situation of junior high school students'civic consciousness so as to provide some instructive strategies basing on the existing problems.This paper is divided into four fractions:In the first fraction, the term Civic Consciousness is analyzed in theory. Citizenship is linked to the national states. It not only means political community but also cultural community. As a result, each citizen has two kinds of consciousness. To be a citizen in political community, the civic consciousness includes national consciousness, oblige consciousness and democracy consciousness etc. To be a citizen in cultural community, the civic consciousness includes race consciousness, morals consciousness, and cultural consciousness and so on.Combined with the first part of the analysis about citizenship, the second fraction presents a survey on the situation of junior high school students'civic consciousness. According to the results of the survey, Junior high school students have strong national consciousnesses. Most students have positive emotions on their nation. They begin to have the awareness of right. But they are still lack of understanding on some legitimate rights in society. They have strong sense of responsibility. Basically, they are concerned with the development of nation and region. Their democratic consciousnesses begin to germinate. However, their awareness of political participation is poor. Their national consciousness is not so optimistic as well as the poor understanding of national history and cultural awareness. They lack of understanding on the substantial contents of Chinese traditional culture. Their moral consciousness is relatively weak, lacking of the awareness and behavior to protect moral. Their civilization consciousness is better. They can behave themselves in life according to certain standards.The third part main analyze the factors that affect the senior middle school students' civic consciousness. These factors main contain the culture, family, school as well as public media. To the factor of culture, students'rights consciousness, democracy awareness and participation awareness are far from satisfactory. At the same time. the diversification of social value as well as the spread of public culture also brings some disadvantage. To the factor of family, the way of patriarchy is bad for the students' cultivation of democracy awareness. Parents'distrusting to government also affects students'entire citizenship awareness. Meanwhile, the family structure mode of "four-two-one" and the parents'expectation for their children are neglecting the cultivation of students' citizenship. The lack of family cultural resources also prevents the children form obtaining the civic knowledge. In the aspect of school, the tenet of running school which is called "graduation rates", the lack of teachers'professional knowledge and their simple instructional method, as well as the under-utilized instructional resource all contribute to the arising of the problem. What is more, the mass media's negative report and the improper usage of materials also worse the situation.The fourth section mainly focuses on improving the civic consciousness of junior high school students by school education so as to put forward some countermeasures. First,change the traditional academic ideas,pay attention to civic education.Secondly,improve professional teacher's knowledge,innovative civic education method.Thirdly,make full use of school's education resources.permeates citizenship education widely.
