With the development of society and the acceleration of urbanization,the nationwide population movement is more active and frequent.Since the 1990s,most of Shanghai's factories were set up or moved from the central area to the suburbs,and the local population in the suburbs migrated to the central towns,while the migrant population was imported.With cheap accommodation and ample employment opportunities offered in the villages,'coming to the city,entering the village' has become a characteristic of the flow of population outside the suburbs.Due to regional differences and differences in urban and rural management system,the arrival of the floating population inevitably impacted the original order of the rural community which made the local governance become a problem,manifested as:the mismatch between suburban rural existing organizational and autonomous logic and the scope of village governance after mixed population;social mobility and demographic changes,to a certain extent,challenges the way to become a village member who are attached to collective assets.Thus,this paper focus on the outskirts of rural areas where foreign population gatherer or even long-term settle.Though qualitative methods such as interview and observance,the analysis of P village is on the pattern the village has taken to manage the incoming population and how to achieve autonomy and co-governance within the rural community.At the same time,as a starting point,the paper also tries to respond the termination of villages in Shanghai rural areas and the path of external floating populations' integration during the continuous spread and progress of urbanization.The study found that the autonomy and participation in rural community co-governance of external population can,to some extent,alleviate the 'population inverse' suburban rural governance crisis.Under the current popular 'outside people rule the outside' governance pattern,getting involved in the public village affairs through the intermediary agent,achieving some common goals through consultation or reconcile and developing trust,reciprocity norms and social networks or other social capital in practice,are conducive to helping the floating population to get more support to achieve the integration within the village community and consolidating the rural community order.But this governance model of P village also has its weakness,the village membership is still difficult to break and the village boundary needs to be reconstructed.In addition,its dependency of operation and leadership on political elite will cause over-reliance on individual,the complexity of the rural situation also makes it difficult to promote and replicate the model and so on.However,the possibility of management of rural migrants in suburban areas makes it possible for suburban rural areas to provide the field and opportunities for external floating populations to gradually integrate into local communities.In the irresistible wave of urbanization,we should value this kind of governance,and systematically form a balanced and benign integration in the period of social transformation.
