Higher vocational education is an important part of higher education. Especially in the last 10 years, higher vocational education made a leap-forward achievement from the expansion in size to connotative development. This has made tremendous contributions to higher education in China. Although a series of achievements has been obtained, the development of higher vocational education is also facing more competition. If the vocational colleges want to be invincible in the competition, they must vigorously promote"Work-study Combination"and teaching management reforms to enhance the overall quality of personnel training. This paper takes the teaching management of higher vocational college as the research object. Through a combination of theory and practice method, the author also discusses the experience and success achieved and problems met, and then propose appropriate measures. The whole six chapters are as follows.Chapter One is introduction. It sets forth the development stage of higher vocational education, its characteristics and competition confronted. The author then puts forward the opinion to execute work-study combination, the necessity for promoting the quality of personnel training and the new requirements for teaching management. On this basis, the necessity for work-study combination is then fetched out. The characteristics of several major domestic and international work-study combination personnel training mode and the corresponding teaching management are followed. On basis of analyzing the status quo of the teaching management of the domestic vocational college, the ideas of this research, its significance and methods are outlined.Chapter Two is focused on the definitions of related concepts. Such concepts as"higher vocational college","teaching management","work-study combination"and"personnel training mode"are defined in the paper in order to lay a foundation for the following discuss.Chapter Three analyzes the status of implementation of personnel training mode in Hebei Professional College of Political Science and Law. Firstly, brief introduction is given on the College history and the present situation of teaching management. Then the author analyzes the work-study combination personnel training mode of Hotel Management, Landscape Technology, the two key majors in Hebei Professional College of Political Science and Law. This foreshadows the background of the research.Chapter Four is the Investigation on the status of teaching management in Hebei Professional College of Political Science and Law. This part describes the purpose and significance of the study, research methods and survey selection, which is based mainly on questionnaire assisting with interview survey. The objects of the questionnaire are the whole full-time faculty of the College by way of a full investigation. The interviewees are the principals of the management departments and fifty students selected at random from the freshmen, the sophomores and the juniors with the ratio of 1:2:2.Chapter Five is the analysis on the status of teaching management in Hebei Professional College of Political Science and Law. Based on the conclusion of the investigation and interview, the author analyzes the successful experience of such teaching management mode, which are as follows : advanced teaching management ideas, the initial success of college-enterprise cooperation, innovative and varied work-study combination modes, improving teaching quality, distinctive curriculum system, etc. Meanwhile, the problems existing includes:requirements for further improvement of teaching management system, individual curriculum not adequately reflecting the job requirements, weakness of the faculty team, lack of corresponding teaching quality monitoring system.Chapter Six gives some reform measures for teaching management. In accordance with the current reality of teaching issues, the teaching management reforming measures are brought forward on basis of the analysis of College"2010 Personnel Training Work Status Data Collection Platform"(hereinafter referred to as"2010 Data Platform"). These measures include: improving the work-study combination teaching management system, designing a curriculum system helpful for implementation of such a mode, strengthening work and study conditions for personnel training model building, creating a corresponding teaching team, constructing a diversified teaching quality monitoring system.
