The smooth realization of the policy goal lies in the perfect establishment of policy text, the constructive interpretation of policy text and the effective implementation of policies. Any defects on these respects will lead to policy alienation, which will deviate the judgment, the guidance and the result of the policy from the original target, involving the policy into an negative state. Since the work-integrated learning policy issued in our country, the vocational colleges, as the important main body of policy implementation, doesn’t present a satisfactory look in achieving the policy goal. Judging by the current status of talents cultivation, some colleges did not achieve the goal of work-integrated learning policy. Some deviate from the target, making the policy implementation become a mere formality; and some even completely depart from the policy goal, which leads to the alienation of work-integrated learning policy in vocational colleges, and gravely affects the talent cultivation quality. This study, with the vocational college C as the research object of the work-integrated learning policy alienation, through the summary of research and theoretical methods on policy alienation, first applies related method to the policy text analysis, trying to explore the shortage of the text and its influence on the subsequent interpretation and execution. Then, on the basis of the summary of the specific presentation of work-integrated learning policy alienation by the college C, through the analyzing angles of policy alienation, the main factors leading to the policy alienation are concluded, which contributes the establishment of the alienation policy analysis model. Finally, with the model and the empirical analyzing method, the inherent alienation characteristics and reasons of the college C are deeply discussed. The study emphasizes on the text analysis and the application of the analyzing methods of work-integrated learning policy alienation to specific object. The study concludes that the alienation falls into 4 categories----the absence of controlling measures, deviation of standards, helplessness of business cooperation and ignorance of students’ reality. In the case of alienation reasons, there exists shortage on the policy texts themselves which will negatively influence the illustration and implementation of the policy. Moreover, as far as the implementation of the college C is concerned, the alienation reasons fall into 4 categories including 9 elements. The study provides useful reference to the college C and other vocational colleges on the improvement of work-integrated learning policy alienation. What’s more, the study also has certain practical significance on the future research in this field.
