In recent years, the field of competency has become a research focus on human resources management and other disciplines. With the development of professionalization of teachers, university teacher competency is becoming a topic of concern in the field of education at home and abroad. Our study on university teacher competency started late, while the existing research has focused on theoretical analysis, literature review and building a common competency model, lack deep research of the building process.In the light of the university's own characteristics and the overall situation of human resource management this study, try to develop a competency model used for university. Each university can use it to establish all school levels, teachers of different positions competency model. Also can use this innovative tool in personnel management of universities. Competency model truly become an effective tool of human resource management is the ultimate goal, with reasonable matching between talents and positions.Based on the status of Chinese university and the competency model theory, competency of university teachers will be divided into four main categories innovatively: threshold competency, identification competency, self-organization competency, and forward-looking competency. In the 360-degree feedback - questionnaires, behavioral event interviews, assessment center method, leaderless group discussion, brainstorming and other methods, exploration to find and match each type of method to each competency. So that the model can be aimed at teachers self-assessment, improving recruitment, training, performance evaluation and other areas of human resource management. Creatively, the model is applied to the university information management and file management.Empirical study section based on the modeling process taking lecturers from the one university of economics and management for the samples, and obtaining competency model which includes four sections, thirty-two items. Through verification, in accordance with the process to establish the competency model and performance to match the distribution. Thus proving, in accordance with procedures established competency model has a certain degree of reliability and validity. In the course of exploratory research, made some valuable results and data. However,due to many conditions, there are still some shortcomings, I wish to have the opportunity to carry on follow-up study.
