The Party Central Committee promote the problem of integration to important height since the coordinating urban-rural economic and social development was first proposed by the Sixteenth national people's Congress. The 17 National Party Congress put forward "forming new pattern of integration of urban and rural economic and social development " In particular, The Party's 17 plenary session put up more clearlly"China has entered a general development stage of'Industry Promotes Agriculture, Urban Area Elevates Rural Area', stepping into the critical moment for transformating of traditional agriculture, taking the agricultural modernization with Chinese characteristics road, entering into the important period of making efforts to break dualistic structure in urban and rural areas and forming a new pattern of integration of urban and rural economic and social development". To accelerate the urban-rural integration, it must focus on resovling the situation of the rural social undertakings lags behind the city's, lieing in continuously improving the farmers'social environment and quality of life, speeding up the development of social undertakings in the rural areas.Farmers are the main cause of building the country,and level of quality of farmers directly determines the speed of development. However,at present,the quality of rural population far belows the requirements of the urban-rural integration. through developing rural community education,improving the peasants'quality,continuously upgrading their employment skills will effectively promote the country's material civilization, political civilization and spiritual civilization, and thus providing effective human resource base to promote the process of the urban - rural integration. However, rural community education development is not yet mature now, there still exists many problems such as: Do not know the place and the management system is not perfect, lack of educational resources integration and so on . In particular, the rural community education has double targets and tasks in the process of integration, which contents involves a lot of new areas. How to effectively carry out the rural community education, which poses new challenges to us. Because the community education is a new thing, relative lack of system theory study, also lacking more successful experiences available for reference in Practice. Therefore,under the background of the urban - rural integration,getting the rural community education research can expand the connotation of rural community education research, but also enrich the form of community educational practice, and will benefit the continuous development and improvement of rural community education itself. It is of extremely great significance to improve the overall quality of rural residents and promote sustainable social and economic development in urban and rural areas.This study is on the basis of conduct investigation on some counties and districts of fuzhou, adopting the method of literature review, demonstration research, comparison research and countermeasure study, ultimately seeks the countermeasures of developing the rural community education in fuzhou. This study mainly includes four aspects. Firstly, it makes brief introduction to relating theories, such as the Lifelong Education theory and Human Capital theory On the basis of a summary of research status. Secondly, it sums up the the general characteristics of rural community education in the process of Integration by analyzing the rural community ,integration ,rural community education and several other concepts. Thirdly,it selects a sample of fuzhou city, Starting with the new citizen ,taking the community's education as the object, by means of questionnaires and interviews method, providing the realistic basis to promote the development of rural community education in fuzhou. Fourthly, it puts forward the countermeasures of the development of Fuzhou rural community education in the process of integration on the basis of the Full analysis of the related literature and survey data. This study proposes to increase publicity for the rural community education, strengthen vocational skills training, with an emphasis on flexible and practical , and protect of rural communities education funds in accordance of law, and so on. So as to continuously improve the level of rural community education, promote the rural communities to dock with the urban community , realize of urban and rural integration development.
